Job Summary: The Facility Security Officer (FSO) is responsible for administering and overseeing the company's industrial security program in compliance with the National Industrial Security Program Operating Manual (NISPOM), Department of Defense (DoD), and other applicable federal security regulations. This position serves as the primary liaison with government agencies on security matters and ensures the organization maintains compliance with all facility and personnel security requirements.

The ideal candidate is a proactive security professional with experience managing facility clearances, personnel security clearances, and government security systems while fostering a culture of security awareness across the organization.

Essential Responsibilities

Facility Security
• Maintain the company's Facility Clearance (FCL) in accordance with NISPOM requirements.
• Serve as the appointed Facility Security Officer (FSO).
• Develop, implement, and maintain the company's security policies and procedures.
• Ensure all company locations remain compliant with government security requirements.
• Prepare for and successfully manage Defense Counterintelligence and Security Agency (DCSA) and customer security inspections and audits.
• Respond to security inquiries, requests, and assessments from government agencies.

Personnel Security
• Process, submit, and manage personnel security clearances through DISS, NISS, NBIS, and other government systems as required.
• Maintain accurate security records, visit authorizations, clearance rosters, and related documentation.
• Coordinate onboarding and offboarding activities for cleared personnel.
• Ensure compliance with reporting requirements for cleared employees.

Security Compliance
• Ensure compliance with NISPOM, Executive Orders, and applicable federal security regulations.
• Conduct annual self-inspections and implement corrective actions.
• Develop and deliver security education and awareness training for employees.
• Investigate and document security incidents and coordinate reporting requirements.
• Maintain Standard Practice Procedures (SPPs) and other required security documentation.

Program Support
• Support proposal efforts requiring classified work.
• Advise leadership on security requirements for new contracts and programs.
• Partner with Human Resources, Contracts, IT, and Program Management to ensure security compliance across the organization.
• Stay current on changes to federal security regulations, policies, and best practices.

Qualifications

Required
• Candidates must be considered ITAR Authorized US Persons as defined under 22 CFR 120.62.
• Bachelor's degree or equivalent combination of education and relevant experience.
• Minimum of 3 years of experience serving as a Facility Security Officer (FSO) or Assistant Facility Security Officer (AFSO).
• Active U.S. security clearance (Secret or Top Secret, as applicable).
• Minimum of 7 years of experience supporting Department of Defense or federal government contractors.
• Working knowledge of the National Industrial Security Program Operating Manual (NISPOM).
• Hands-on experience with DISS, NISS, and NBIS.
• Experience preparing for and managing DCSA security reviews and audits.
• Strong knowledge of industrial security requirements, classified information handling, and personnel security processes.
• Excellent organizational, analytical, and communication skills.
• Ability to exercise sound judgment while handling sensitive and classified information.

Preferred
• FSO Program Management for Possessing Facilities Certificate.
• Experience supporting multiple cleared facilities or legal entities.
• Experience with Insider Threat Program administration.
• Experience supporting Controlled Unclassified Information (CUI) compliance.
• Security Professional Education Development (SPēD) certification or other related security certifications.
• Experience supporting classified proposal efforts.
• Travel
• Occasional domestic travel required (up to 10%).

Physical Demands & Abilities
• Regularly spend long hours sitting and using office equipment and computers
• Regularly move from sitting to standing positions effortlessly
• Frequently work in on projects that require deadlines

Working Conditions: Work will be completed in an office environment and includes some travel to customers, vendors, and trade shows. Workspace is climate controlled.
