Functional Description:
- Serves as the principal resource management advisor for PMA-271 shared resources, providing oversight of Total Obligation Authority (TOA), Standard Project Identification Codes (SPIDs), labor funding, and shared services costs.
- Ensures resources are accurately planned, tracked, allocated, and executed in alignment with program objectives.
- Coordinates financial planning, staffing, and contract execution across two aircraft platforms, providing leadership with an integrated view of resource utilization.
- Works closely with the Operations Lead, program leadership, Business Financial Managers (BFMs), Integrated Product Teams (IPTs), functional leads, and Program Analysts to improve resource visibility, support informed decision-making, and ensure effective execution.
- Develops and refines standardized resource management processes to improve efficiency, accountability, and consistency while supporting proactive program management across PMA-271.
Duties and Responsibilities:
As the Senior Functional Resource Manager, the incumbent performs a critical role responsible for managing the Total Obligation Authority (TOA) and SPIDs (Standard Project Identification Codes) for PMA-271 shared resources. This position establishes a consistent coordination function across PMA-271 to move the office from reactive execution to deliberate program management. The Functional Resource Manager ensures accurate tracking, allocation, and oversight of labor and shared services costs while maintaining alignment with program objectives. The role connects financial planning, staffing, and contract execution across two highly visible aircraft platforms, enabling leadership to operate from one shared program picture. The incumbent will assist in the development and refinement of processes associated with resource management to improve efficiency and accuracy. This position reports directly to the Operations Lead and work closely with program leadership, functional leads, IPTs, BFMs, and Program Analysts to ensure the effective management of shared resources.
Leadership Support:
- Provide leadership with a coordinated PMA resource position prior to reviews and decision points.
- Consolidate financial, contract, and staffing information into a single PMA execution picture.
- Ensure the Common Spend Plan Tool (CSPT) accurately reflects PMA execution to support reliable leadership reporting and reduce BFM rework, particularly for briefings and RO discussions.
Planning & Execution:
- Rack and stack funded and unfunded requirements for PMA leadership prioritization.
- Ensure SPIDs are entered, maintained, and aligned through the FYDP (Future Years Defense Program).
- Maintain SPID-to-PID alignment for current actions and through the FYDP.
- Ensure IPTs remain ahead of funding execution requirements and identify needs in advance.
- Coordinate resolution of funding issues and potential stop-work risks.
- Support recurring planning-to-budget and spend plan reviews with IPTs.
- Facilitate IPTL funding prioritization discussions before leadership meetings.
- Assess SPIDs regularly to ensure accuracy in terms of Time, Purpose, and Amount.
- Monitor Management Reserve usage and identify potential funding shortfalls early.
- Serve as the coordination point for Program Analyst best practices and standardized procedures across the PMA.
Staffing & Labor Management:
- Track vacancies and labor coverage across platforms and appropriations.
- Establish and monitor labor utilization and staffing plans.
- Assist IPTs/TPOC/COR/POCs in aligning support contractor staffing, funding, and execution.
Program Management:
- Coordinate shared operating costs (currently Level 0).
- Provide training for standardized processes to ensure synergy across both platforms.
Resource Management:
- Manage TOAs and SPIDs for PMA-271 shared resources, ensuring proper allocation and tracking of labor and shared services costs.
- Maintain accurate labor data entry into the Common Spend Plan Tool (CSPT) and other relevant systems.
Process Development and Improvement:
- Assist in the development, implementation, and refinement of processes associated with TOA/SPID management and shared resource tracking.
- Identify opportunities to improve resource management workflows and tools.
- Implement best practices to enhance efficiency and accuracy in labor and cost tracking.
Data Integrity and Reporting:
- Ensure the accuracy and integrity of labor and cost data across all systems.
- Provide regular updates and reports to the Deputy Program Manager on resource status, risks, and performance metrics.
Required Experience:
Minimum of 10 years of combined experience performing duties described in the functional description
Desired Experience:
- At least 2 years of experience developing, coordinating, and executing budgets at the NAVAIR PMA level. Hands-on experience using N-ERP, AMS, PIEE, and ADVANA.
- Strong excel skills.
Education Requirements:
BA/BS degree or supplemental experience is required
