Job Description
Position Summary
The Jobs Plus Career Coach reports to the Jobs Plus Program Manager and provides direct case management services to public housing residents served by the HUD Jobs Plus Program. The position conducts outreach, intake, needs assessments, service planning, referrals, follow-up, documentation, and participant progress tracking. The Career Coach connects residents to employment, training, education, financial empowerment, supportive services, and applicable Jobs Plus financial rent incentives. The position also maintains accurate case files and program data, supports required reporting, and promotes resident engagement, work readiness, earned income growth, and economic self-sufficiency in accordance with HUD Jobs Plus requirements, civil rights and fair housing laws, Section 3, confidentiality standards, Agency policies, and other governing requirements.
Responsibilities

Undertakes and performs the following and all other work-related duties as assigned.
Education and Experience
Associate's or bachelor's degree from an accredited college or university in Social Work, Human Services, Psychology, Sociology, Counseling, Public Administration, Community Development, Workforce Development, or a closely related field and two (2) years of experience in case management, resident services, workforce development, human services, community engagement, public housing, nonprofit programs, or grant-funded programs. Experience working directly with residents, low-income families, employment programs, public housing programs, or HUD-funded initiatives is preferred. An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.
Preferred Qualifications:
Knowledge, Skills, Abilities, and Core Competencies
Thorough knowledge of pertinent HUD regulations governing self-sufficiency and thorough knowledge of Agency policies and procedures relevant to full tenant participation.
Supervision Controls
The employee receives supervision from the Jobs Plus Program Manager. The employee exercises sound judgment in providing case management services, prioritizing participant needs, coordinating referrals, documenting services, following up on participant progress, and recommending service strategies within established policies, grant requirements, and program procedures. Unusual, sensitive, high-risk, or policy-related matters are referred to the Program Manager. Work is reviewed through case files, reports, participant outcomes, compliance documentation, meetings, and achievement of assigned program goals.
The employee does not supervise staff or exercise final authority over personnel actions. The employee may coordinate participant services with program staff, contractors, consultants, volunteers, resident leaders, and partner organizations as needed to support resident success and program compliance.
Guidelines
The employee follows regulations and guidelines issued by HUD, established Agency policies and procedures, and traditional practices. Frequently the employee acts independently in making decisions about the best course of action. For situations for which there are no guidelines, the employee may adapt existing guidelines, develop new guidelines, make a decision based on the circumstances, or seek guidance from the supervisor. When new guidelines are required, the employee develops them in consultation with the supervisor.
Complexity
The employee performs a variety of case management, outreach, documentation, and service coordination tasks. Work requires assessing resident needs, identifying barriers to employment and self-sufficiency, coordinating referrals, following up on participant progress, and maintaining accurate documentation. Complex situations may arise when residents experience multiple barriers such as limited work history, transportation challenges, educational needs, childcare needs, financial instability, or other socioeconomic factors. The employee must exercise sound judgment, professionalism, confidentiality, and sensitivity when coordinating services and referring unusual or high-risk matters to the Jobs Plus Program Manager.
Scope and Effect
The employee's work directly affects resident participation, access to employment-related services, service coordination, documentation quality, participant outcomes, and the Agency's ability to meet HUD Jobs Plus program goals. Effective case management supports residents in addressing barriers, increasing employment readiness, improving earned income potential, and progressing toward economic self-sufficiency.
Personal Contacts
The employee's contacts include residents, participant households, Resident Services staff, Jobs Plus staff, Housing staff, Finance staff, tenant councils, employers, workforce partners, educational institutions, training providers, supportive service providers, community organizations, and other Agency personnel. The purpose of these contacts is to provide case management, coordinate referrals, support employment and self-sufficiency goals, encourage resident engagement, document outcomes, and help connect residents to available Jobs Plus resources.

- Work is performed both indoors and outdoors and involves visits to residents’ homes.
- Must be able to establish and maintain effective working relationships with employees, residents, and community agencies and other entities that provide services.
- Must be able to sit or stand for up to eight (8) hours at a time while performing work duties.
- Must be able to use fingers bilaterally and unilaterally to operate office equipment.
- Must have vision and hearing corrected to be able to perform essential job functions.
- Must be able to perform essential job functions in an environment that will sometimes include increased levels of work-related stress.

This is not solely an administrative or office-based position. The employee must be willing and able to spend significant time in Jobs Plus communities engaging residents, conducting outreach, attending events, supporting workshops, making referrals, following up with participants, and returning from community activities to ensure contacts, services, referrals, outcomes, and other required information are properly documented and reported.
Successful performance requires the employee to understand that resident engagement, individualized service planning, timely follow-up, accurate case documentation, employment-related outcomes, confidentiality, and compliance with HUD Jobs Plus requirements are essential components of the position.
