- Position Summary
HHS is moving its learning operations from its current LMS to the Learning module of OPM's Core HCM platform. This position helps the team understand how HHS uses learning today, from a business perspective, and turns that understanding into requirements. It documents how the current LMS is organized and what its data means to the people who rely on it, confirms with HHS what must carry forward, and gives the configuration and data conversion teams what they need to set up the new module. The position does not configure the system.
- Key Responsibilities
- Document the current LMS layout in business terms: catalog and curricula, mandatory training and who it applies to, certifications, organizations and audiences, roles, approvals, notifications and reports.
- Describe the learning what records exist, what they mean, who owns them, how they are used, and where they are inconsistent or out of date.
- Interview HHS learning administrators and training officers across OpDivs and StaffDivs to learn how practices differ and which are essential.
- Write business requirements and rules for the new module, and keep requirements, decisions and open questions traceable.
- Help HHS decide which records and history to migrate, archive or retire.
- Review configuration, data mapping and converted records against the requirements, and write user acceptance test scenarios based on real HHS processes.
- Contribute to the CLIN 3 deliverables, mainly the LMS Current State Assessment (D-24), Learning Data Mapping Document (D-28) and Learning Module Configuration Workbook (D-30), and support knowledge transfer to HHS.
- Assist with BIIS system and other system data analysis as needed.
- Qualifications
- Required. Five or more years of business analysis or functional work on learning or HR programs.
- Required. Working knowledge of how an enterprise LMS is used: catalogs, curricula, assignments, completions, certifications and reporting.
- Required. Experience gathering, documenting and confirming business requirements with stakeholders; strong interviewing and writing skills; comfort reviewing data in reports and spreadsheets.
- Required. U.S. citizenship and the ability to obtain a Public Trust (Tier 2) determination.
- Preferred. Federal training experience (mandatory training, training records, SF-182); business-side work on an LMS replacement; user acceptance testing.
