Senior ServiceNow Technical Program Manager

This senior leadership role is focused on driving large-scale ServiceNow FSM program delivery within a complex, mission-critical federal environment. You will oversee end-to-end program execution across both classified and unclassified initiatives, ensuring alignment between technical delivery, stakeholder expectations, and strategic objectives. Acting as a key bridge between engineering teams, business stakeholders, and government partners, you will lead program planning, execution, and continuous improvement. The role requires a strong balance of technical understanding, delivery discipline, and executive communication skills. You will be responsible for managing cross-functional teams, optimizing delivery processes, and ensuring high-quality outcomes across multiple workstreams. Accountabilities
  • Lead the end-to-end delivery of ServiceNow FSM programs, ensuring successful implementation, integration, and ongoing management across SaaS environments.
  • Manage overall program execution including planning, scheduling, resource allocation, budget oversight, and performance tracking.
  • Develop and maintain project charters, work breakdown structures, and detailed delivery roadmaps aligned with stakeholder expectations.
  • Coordinate cross-functional teams across multiple locations, ensuring alignment, accountability, and efficient delivery of program objectives.
  • Oversee risk, issue, and scope management, ensuring timely identification, mitigation, and resolution of program challenges.
  • Serve as the primary liaison between DoD stakeholders, sponsors, and technical teams, ensuring clear communication and alignment.
  • Drive continuous improvement by identifying opportunities to enhance service delivery, operational efficiency, and program innovation.
  • Ensure compliance with all applicable regulations, policies, and security requirements while maintaining delivery excellence.
Requirements
  • 8+ years of experience in program management or technical delivery roles within fast-paced, complex environments.
  • 5+ years of hands-on experience managing ServiceNow FSM platform implementations.
  • Proven experience leading technical teams and managing enterprise-level web or SaaS applications.
  • Strong understanding of Agile Scrum methodologies and modern software delivery practices.
  • Experience defining support strategies, conducting business analysis, and gathering system requirements.
  • PMP or PMI-ACP certification required.
  • Bachelor’s degree in Information Technology, Business Administration, or a related field.
  • Strong stakeholder management skills with experience working in federal or DoD-related environments.
  • Ability to manage multiple priorities, resolve complex problems, and drive execution under tight timelines.
  • Excellent communication, leadership, and team coaching skills with a focus on collaboration and accountability.
  • Strong proficiency in Microsoft Office Suite and program reporting tools.
  • Must be a U.S. citizen with the ability to obtain a DoD SECRET clearance.
