SUMMARY: The Human Resources Manager carries the day-to-day operations of Human Resources, providing consistent delivery of policies and procedures across all NorthBay Departments. This support role ensures compliance in the full employee lifecycle, being a trusted member of NorthBay’s Leadership Team through uniform practices across departments and staff. This role requires the utmost level of trust, discretion and confidentiality within its practice. The HR Manager carries out responsibilities in the following functional areas: recruitment, performance management support, employee relations, payroll, benefits administration, training support and employment lifecycle.

ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following.

  1. Align with, fully support, and model the NorthBay Mission and Values.
  2. Uphold discretion and confidentiality in all business practices: ensure personal data of all staff and business data for NorthBay is kept secure; keep trusted information for staff or company issues within appropriate business circles; and research/resolve staff concerns brought forward (with guidance from Executive Director).
  3. Manage and direct the full-cycle of NorthBay employee hiring including, but not limited to:
    1. Placing job ads, recruiting candidates, directing the review of resumes and applications and initial phone interviews and ensuring panel interview processes are followed.
    2. Working & communicating closely with candidates and hiring managers throughout the process;
    3. Extending offers and directing on-boarding and employee orientation process (including processing new hire paperwork, entering new employees into systems, coordinating drug screening, background checks, etc…).
  4. Manage the weekly and monthly billing/funding for the NorthBay Benefits program to include adding eligible employees to the plan and removing ineligible employees from the plan.
  5. Help to create a positive work environment, assisting department managers in leading their teams through:
    1. Ensuring required training programs are completed for staff; monitoring and tracking staff training completion through ADP and other systems;
    2. Support the Executive Director by administering programs and events to foster employee retention;
    3. Assisting department managers in writing and updating job descriptions;
    4. Administering employee performance management through administering a performance appraisal system – 90 day, mid-year and annual performance reviews;
    5. Collecting necessary information from key players as instructed by the Executive Director to support necessary employee investigations as situations warrant.
  6. Ensure the consistent interpretation of personnel policies and procedures to support a safe, compliant, positive and mission-oriented work environment, including but not limited to:
    1. Maintaining a policy and procedure handbook/employee handbook that is up-to-date, and is distributed and administered fairly and consistently.
  7. File & Manage workers compensation claims and unemployment insurance issues; address Unemployment claims, attend hearings…
  8. Ensure compliance with applicable federal and state laws and regulations including but not limited to OSHA, MOSH compliance, EEO regulations, etc….
  9. Biweekly staff timecard review, approvals and payroll completion
  10. Biweekly 401k report administration
  11. Other duties as assigned.

QUALIFICATIONS:

To perform the Human Resources Administrator job successfully, an employee must perform each essential responsibility satisfactorily. These requirements are representative, but not all-inclusive, of the knowledge, skills, and abilities required for the role of the NorthBay Human Resources manager.

Knowledge and experience in employment law, compensation, organizational planning, recruitment, organization development, employee relations, safety, employee engagement, and employee development.

ESSENTIAL SKILLS, EDUCATION and/or EXPERIENCE:

A bachelor's degree or previous management/administration/human resources experience

NONESSENTIAL SKILLS AND EXPERIENCE

Administrative Professional in Human Resources (aPHR) certification preferred

Experience with ADP and HRIS systems preferred

SUPERVISORY RESPONSIBILITIES: oversee and manage

Administrative Assistant/Front Desk
