About This Position

Under the general direction of the Public Works Operations Manager, this position leads crews in performing a
wide range of skilled utility maintenance, general maintenance, and construction work that requires specialized
trade skills and expertise. Responsibilities include operating heavy construction equipment and serving as Acting
Operations Manager during the absence of the Public Works Operations Manager.

1. Leads and actively participates in daily operations, monitors the progress of assigned crew members, and
addresses/corrects issues as needed to ensure quality and efficiency.
2. Serves as the designated competent person on job sites, in compliance with OSHA regulations.
3. Constructs, installs, repairs, and maintains storm drainage pipes and structures, sidewalks, curbs, and
roadways.
4. Performs building and grounds maintenance, including repair and maintenance of water and sewer services
for Town facilities.
5. Conducts pre- and post-operation equipment inspections, performs operator-level preventive maintenance,
and makes minor repairs as required.
6. Responds to customer inquiries and complaints, investigates issues, and documents findings and
resolutions.
7. Prepares accurate project records, work orders, and documentation, including photographic evidence of
completed work.
8. Identifies and recommends improvements to enhance production efficiency, equipment performance, and
overall service quality.
9. Interacts tactfully and professionally with staff and customers, even in high-pressure or tense situations.
10. Responds to emergency situations and natural disaster events as required.
11. Participates in the department’s on-call rotation for after-hours emergencies.
12. Performs other related duties as assigned.


To perform this job successfully, an individual must be able to perform each of the essential functions satisfactorily. The requirements listed below are a representation, not an all-inclusive listing, of the knowledge, skill and/or abilities required.

1. Considerable knowledge of and proficiency in operating tools and heavy equipment commonly used in
public works operations, including dump trucks, backhoes, front-end loaders, tractors, knuckle-boom
trucks, excavators, and leaf collection trucks.
2. Thorough knowledge of OSHA safety regulations and requirements, including work zone safety, lockout/tagout procedures, confined space entry, and proper trenching and shoring techniques.
3. Ability to establish and maintain traffic control work zones in accordance with MUTCD (Manual on Uniform Traffic Control Devices) standards.
4. Working knowledge of standard roadway construction practices and effective methods for roadway
repairs and maintenance.
5. Working knowledge of standard techniques for building and grounds maintenance.
6. Ability to understand, interpret, and follow both oral and written instructions accurately.
7. Ability to effectively supervise and direct other Public Works staff, ensuring adherence to departmental
procedures and safety standards.
8. Ability to establish and maintain positive, cooperative working relationships with other employees, departments, and the public.
9. Ability to work independently with minimal supervision while exercising sound judgment and initiative.

Physical Requirements
1. Must be able to physically perform the basic life operational functions of climbing, kneeling, walking,
standing, fingering, grasping, talking (expressing or exchanging ideas by means of spoken words),
hearing (perceiving nature of sounds by ear), and perform repetitive motions.
2. Must be able to exert up to 100 pounds of force occasionally, 50 pounds of force frequently and up to 20 pounds of force constantly to move objects.
3. Must possess the visual acuity to perform repetitive and non-repetitive work, distinguish the
work performed at an arm's reach, and read diagrams and repair manuals.
4. Work is subject to extended periods of work in adverse environmental conditions.

Minimum Education and Experience:
1. High school diploma or equivalent and ability to effectively read and write.
2. Four (4) to six (6) years' experience in the trades' field to include equipment operation, construction work and the like or an equivalent combination of training and experience.
3. Valid North Carolina Class B Commercial Driver's License
Physical Requirements

Preferred Education and Experience
1. North Carolina Class A Commercial driver's license.
2. Possession of an ITRE Road Scholar designation or similar certification of training and knowledge.
3. NC DOT certified flagger designation.
4. Ability to read and understand as-built construction drawings or maps.
5. Valid Certified Work Zone Supervisor certification.
6. Valid NC Pesticide License for ROW.
