This role is centered on supporting end-to-end procurement and contracting activities that ensure the efficient, compliant, and cost-effective acquisition of goods and services. You will play a key part in managing the full sourcing lifecycle, from market research and solicitation development to vendor negotiation and contract execution. The position requires a strong understanding of procurement frameworks, contract law principles, and public sector compliance standards. You will collaborate closely with internal stakeholders to guide sourcing decisions and ensure alignment with organizational needs and policies. In addition to hands-on contract work, you will contribute to process improvements that enhance efficiency and consistency across procurement operations. The role also involves vendor engagement, risk mitigation, and post-award contract administration. This is a highly structured, impact-driven position that supports broader public service outcomes through responsible and strategic purchasing.

Accountabilities
  • Conduct market research and analyze sourcing options to ensure best value procurement of goods and services.
  • Support internal stakeholders by advising on appropriate sourcing methods and procurement strategies based on policy and business needs.
  • Lead and manage procurement processes including drafting solicitations, evaluating vendor proposals, and facilitating selection activities.
  • Develop, review, and negotiate contract terms and conditions to mitigate risk and ensure compliance with applicable rules and standards.
  • Organize and facilitate vendor conferences, clarify requirements, and issue addenda or updates during solicitation phases.
  • Prepare and execute contracts, amendments, and change requests related to scope, terms, or regulatory requirements.
  • Manage post-award contract administration, including monitoring compliance and supporting ongoing vendor performance.
  • Collaborate with internal teams, external vendors, and public agencies to support cooperative agreements and resolve contracting issues.
  • Maintain accurate procurement records in accordance with state retention policies and applicable regulations.
  • Support training and mentoring of junior procurement staff and contribute to continuous process improvement initiatives.
Requirements
  • Bachelor’s degree and 5+ years of experience in procurement, contracts, or sourcing; or 8+ years of equivalent relevant experience in lieu of a degree.
  • Proven experience managing complex procurement processes, contracts, or solicitations in a structured or public-sector environment.
  • Strong knowledge of procurement regulations, contract administration principles, and sourcing best practices.
  • Ability to conduct market research and apply analytical thinking to sourcing and vendor selection decisions.
  • Experience drafting, reviewing, and negotiating contract terms and managing risk in supplier agreements.
  • Strong communication skills with the ability to advise internal stakeholders and engage effectively with vendors.
  • Ability to interpret and apply policies, procedures, and regulatory requirements consistently in daily work.
  • Strong organizational skills with attention to detail and ability to manage multiple procurement activities simultaneously.
  • Experience in process improvement or mentoring junior staff is a plus.
