About This Position

Purpose:
The Sr. HR Manager is an essential role that operates as a true generalist. Working on Human Resources administration to guiding and coaching our Senior Staff. It will be important that candidates have experience with Benefits Administration, HRIS preferred Paylocity set-up and administration, and employee relations in a union environment. This role is a roll-up your sleeves, jump in and a great opportunity to assist the organization in growing.

Organizational Development:
- Partners with organizational leaders to assist with building a strong culture focused on providing a top place to work and ensuring the focusing on building membership.
- Works closely with staff to understand strengths and opportunities to ensure racial justice initiatives, member focused culture, and needs of individuals to achieve success.
- Create HR practices and procedures, communicate and ensure consistency & accountability.
- Implement develop, performance management and training to ensure growth and development that lead to retention & growth for the organization.
Benefits
- Work with broker to analysis and introduce changes in benefits package to ensure cost effectiveness and staff retention & recruitment.
- Manage annual renewal and open enrollment process to ensure dynamic and effective communications, reporting, reconciliation, and compliance.
- Responsible for benefits administration including set-up in Paylocity, orientation for new hires and day to day administration.
- Manages leave administration including educating, coordination and administration of WA PFML, FMLA and CBA benefits.
Employee Relations
- Provides training, coaching, and counsel to Senior Staff.
- Facilitates the management of staff members to ensure compliance with CBA, state and federal laws.
- Works with the Chief of Staff to facilitate the CBA for the staff union including Joint Committee, negotiations and union communications & requests.
- Builds relationship with Staff Union board to ensure effective employee relations.
Policy/Compliance
- Create, maintain, and update Policy & Procedures in line with the CBA and Federal/State laws to ensure consistent and compliant administration as well as alignment with SEIU 1199NW organizational culture and goals.
- Leads organizational compliance with all existing legislations.
- Ensures ongoing Compliance with SEIU Ethics code including support of annual certification process.
- Oversees injury and accident reporting, ensuring OSHA and Workers Compensation compliance.
- Ensures accurate demographic data on the membership, leadership, and staff of the Local
- Recruitment/Onboarding/Talent Management
- Oversees recruitment and selection processes to ensure that qualified staff are recruited, selected, oriented, and continually developed.
- Creates and administers Talent Management systems.
- Creates metrics for workforce planning, recruitment, diversity, turnover, headcount, and training.
- Assists in the design, development, and implementation of training programs.
- Develops and implements initiatives to improve employee retention to include exit interviews, turnover analysis, employee satisfaction surveys and other relevant metrics.
- Reviews and refines, as necessary, to ensure that procedures are compliant with federal, state, and local laws.
Racial Justice
- Ensures Racial Justice lens is incorporated into HR systems, practices, and processes.
- Supports organizational leaders in the long-term and on-going development of diversity, inclusion, organizational equity, and multi-cultural competence in managers and staff.
Performs other duties as assigned in support of the work of the union.
Requirements:- Minimum 8-10 years in an Human Resources Generalist Role
- 3-5 years of leading the HR Function including benefits, employee relations, compliance and recruiting
- Strong Union Employee Relations a must
- HRIS experience, Paylocity a plus
- Experience with a growing organization
