Professional Solutions Delivered, LLC (ProSoDel) is a total solutions provider for government and commercial customers in the areas of Program Management, Logistics, Organizational Change Management, Communications, Training, and Information Technology (IT) Support Services. We are currently seeking a Financial Analyst (Senior) to join our team of professionals in support of the Naval Sea Systems Command (NAVSEA), Engineering and Logistics Directorate (SEA 05).
Essential Duties & Job Functions:
- Lead financial management support for SEA 05 programs and projects, overseeing budget development, execution, reporting, and financial strategy across multiple appropriations and funding lines.
- Provide senior-level guidance to Program Managers (PMs), Business Financial Managers (BFMs), Contracting Officer’s Representatives (CORs), and leadership regarding budget execution, obligation planning, expenditure controls, and financial compliance.
- Oversee program and project financial performance analysis, including budget planning, allocation status reviews, cost estimates, obligation tracking, execution reporting, and recommendations for corrective actions.
- Support President’s Budget, DON, OSD, and Congressional budget submissions, including preparation, review, validation, and recommendations for revisions to improve completeness, accuracy, and execution outcomes.
- Manage unresolved obligations, unmatched disbursements (NULO/UMD), accounting discrepancies, and reconciliation efforts across Navy ERP and legacy financial systems to improve reporting accuracy and funding accountability.
- Lead contract administration support activities, including procurement request analysis, funding coordination, contract modifications, acquisition recommendations, and execution oversight supporting SEA 05 programs and contracts.
- Provide senior oversight of Defense Travel System (DTS) operations, foreign travel approvals, Government credit card servicing, and travel compliance activities to ensure adherence to Federal Travel Regulations and NAVSEA guidance.
- Oversee Navy ERP administrative and management support, including policy development, reporting requirements, ERP system planning, execution year conformance, system troubleshooting, and workforce process improvements.
- Provide subject matter expertise for Navy ERP operations supporting ERP PM, Principal Business Financial Manager (PBFM), timekeeping, role mapping, fund centers, project structures, training coordination, and account management.
- Assist the SEA 05 PFO and PMO with program and project planning oversight, including Task Planning Sheets, Budget Submittals, Program Objective Memorandum (POM) issue papers, milestone schedules, acquisition plans, and Integrated Master Schedules (IMS).
- Support SEA 05 Risk Management and Internal Control (RMIC) efforts, assessable unit reviews, Statement of Assurance preparation, program execution reporting, and portfolio management improvements.
- Develop and recommend improvements to financial management tools, reporting methods, business processes, performance metrics, and portfolio execution strategies across SEA 05.
- Perform related duties as assigned.
Job Requirements (Education, Experience, Professional Associations)
Education
- Applicants must meet one of the following minimum qualifications:
- Highschool diploma or GED and twenty (20) years of relevant experience in financial support or a related functional area; OR
- Bachelor’s degree in a relevant field and fifteen (15) years of relevant experience in financial support or a related functional area; OR
- Master’s degree in a relevant field and ten (10) years of relevant experience in financial support or a related functional area.
Preferred Experience
- Experience performing financial planning and modeling.
- Experience managing financial analysis projects and statistical studies.
- Experience providing key financial analysis and management reporting by managing various monthly reporting processes.
- Experience providing guidance on investment and project decisions.
- Experience managing subordinate staff in the day-to-day performance of their jobs. Ensuring that project/department milestones/goals are met and adhering to approved budgets.
- Experience with Navy Enterprise Resource Planning (Navy ERP), and the Program Budget Information System (PBIS).
- Experience managing and executing at least three appropriations such as O&MN, RDT&EN, OPN, SCN funds, or other service equivalent funds.
