Position Summary

We are seeking a Program Lead to assist the Bureau of Indian Affairs (BIA) in planning, preparing, and executing the modernization and recompete of the Trust Asset and Accounting Management System (TAAMS), a mission-critical platform for land, title, leasing, and trust management operations, with a focus on Probate support and initiatives for the Alaska regional office.

This role serves as a key technical and program liaison, advising leadership and the Contracting Officer’s Representative on system modernization, acquisition planning, and transition strategy. The ideal candidate will bring experience supporting federal system modernization efforts and working across technical, acquisition, and business stakeholders to drive alignment and execution, while also supporting Probate initiatives, including eProbate within eNativeTrust, to ensure coordinated planning, stakeholder engagement, and successful delivery across the broader Department of the Interior (DOI) environment.

Essential Duties and Responsibilities

The following inexhaustive list of duties represents a sample of work routinely performed by this role:

Provide technical expertise on TAAMS functionality, system processes, dependencies, and risks, as well as related Probate and modernization initiativesConduct technical assessments and recommend mitigation strategies to support transition and implementation planningSupport acquisition planning activities, including development of Independent Government Cost Estimates (IGEs), budget justifications, and acquisition documentationLiaise with acquisition, budget, and technical offices to ensure timely and accurate preparation and submission of required materialsCoordinate with current TAAMS vendors to identify risks, issues, and transition requirementsEnsure government stakeholders maintain situational and technical awareness to achieve program objectivesDevelop and deliver daily and weekly status reports, leadership briefings, talking points, and executive updatesDevelop weekly and daily status reports. Prepare leadership briefings, talking points, and updates. Review emails and internal materials to ensure accuracy of reporting Provide cross-functional coordination and liaison support across IA leadership and the broader Department of the Interior (DOI)

Education, Experience, and Technical Skills

Bachelor’s degree or equivalent professional experienceMinimum of ten (10) years of relevant experience in technical, program, or acquisition support rolesAt least two (2) years of experience supporting federal agenciesDemonstrated experience with enterprise systems (preferably TAAMS or similar systems supporting land, asset, or trust management)Strong understanding of federal acquisition processes, documentation, and budgeting practicesExperience developing IGEs, acquisition packages, and budget justificationsProven ability to assess technical risks, dependencies, and system impacts, and recommend mitigation strategiesExperience coordinating with vendors and managing transition planning activitiesExcellent written and verbal communication skills, including development of executive-level briefings and reportsAbility to work across multiple stakeholders, including leadership, technical teams, and acquisition personnelMust have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travelMust have or be able to obtain and maintain a valid driver's license

Working Environment

This position operates in a professional office setting. The role routinely uses standard office equipment such as computers, phones, printers, and photocopiers. The work environment is generally quiet and free from exposure to loud noise, hazardous materials, or heavy machinery. Employees are typically seated for extended periods and may occasionally move about the office to attend meetings or access equipment and supplies.

Physical Demands

Sitting/Standing: This role is generally sedentary, performing sitting work utilizing technological office equipment, including a laptop, mouse, keyboard, computer monitors, telephones, scanners, and copiers.

Walking: This role requires the ability to move about inside the office to access the required technological equipment.

Stooping/Kneeling/Crouching/Crawling: This role may require stooping to reload printer trays with print paper, moving equipment, and managing cords.

Using Hands/Fingers: This role constantly operates technological office equipment such as laptops, mice, keyboards, computer monitors, telephones, scanners, and copiers.

Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.

Seeing: This role requires seeing, viewing, and distinguishing all aspects of internal and external communications.

Carrying/Lifting: This role requires lifting up to 20lbs to transport technological office equipment to and from various workspaces.

Home Office Connectivity Requirements for Hybrid & Remote Positions

To ensure reliable collaboration, client service, and secure access to company systems, the Company requires minimum connectivity standards to be eligible or remain eligible to work in a hybrid or remote capacity. Employees working remotely must maintain broadband internet service capable of consistently supporting video conferencing, VPN connectivity, and cloud-based applications. Hybrid or remote work eligibility may be reassessed if connectivity standards are not met. This includes:

Wired broadband service (cable, fiber, or DSL) with at least minimum 100 Mbps download / 20 Mbps uploadSome positions may require minimum 200-300 Mbps download / 25-35 Mbps upload speed

Cellular hotspot or fixed wireless cellular services (e.g., T-Mobile Home Internet) may not be used as a primary connection. The Company will comply with all local, state, and federal requirements as it relates to the reimbursement of home internet expenses. Eligibility for reimbursement of home internet expenses is defined in a separate policy.
