About This Position
Position Summary:
The Compliance Specialist reports directly to the Director of Compliance and is responsible for assisting the Compliance Department in ensuring compliance with all federal laws, state laws, and agency regulations. This position ensures adherence to policies, procedures, processes, and forms relating to the implementation and processing of Affordable regulations as well as Market Rate Housing. The Compliance Specialist is responsible for the internal audit process in areas such as initial certifications, re-certifications, interim reviews, MOR, EIV resolution, new move-ins/move-outs, site training, and resident interactions. This position requires organization, attention to detail, effective communication, and enthusiasm about training to ensure ongoing accountability to housing regulations.
Duties:
- Ensure all correct forms and proper procedures are used for Section 8/LIHTC compliance, subsidy programs, PHA, and conventional compliance.
- Review and monitor workflow, performance, and accuracy at all times; report deficiencies to the Director of Compliance.
- Assistin monitoring online compliance reporting for all properties and report any deficiencies to the Director of Compliance.
- Conduct compliance reporting and internal auditing, including identifying households with income reporting discrepancies.
- Assistin monitoring residents’ files and paperwork.
- Review applicant files anddetermineSection 8/LIHTC eligibility.
- Monitor investigation,accuratedocumentation, and resolution of EIV/program discrepancies using HUD’s Enterprise Income Verification (EIV) and TRACS systems; coordinate with PBCA asrequired.
- Monitor occupancy and certification efficiency.
- Maintain and manage compliance calendars to track recertification deadlines, inspections, audit cycles, and reporting obligations across assigned properties.
- Implement compliance-related training programs for on-site management.
- Implement policies and procedures relating to on-site management of program compliance.
- Partner with on-site management to solve problems and ensure policies are implemented and followed correctly on site.
- Manage the maintenance, completion, and accuracy of property files and records according to department systems, with an emphasis on documentation for future reference. Provide prompt, detailed, andaccurategeneral status reports on all assigned properties.
- Ensuretimelydepartmental reporting, including preparing reports or coordinating site team reporting as needed.
- Communicate and assess team needs with the Compliance team to coordinate a plan of action on conflict resolution and risk mitigation.
- Ensure adherence to the Federal Fair Housing Act, Section 504 of the Rehabilitation Act, and the Americans with Disabilities Act across all assigned properties.
- Assistwith staff training on compliance-related topics.

Minimum Qualifications and Requirements:
- Minimum of 3–5 years of property management experience, specifically working with HUD, Tax Credit, and Market Rate properties.
- Tax Credit Specialist (TCS), Certified Occupancy Specialist (COS), or Housing Credit Certified Professional (HCCP) designationrequired.
- Proficiencyin Microsoft Office Suite (Word, Excel, Outlook)required.
- Excellent verbal and written communication skills.
- Knowledge of administrative and office procedures and systems.
- In-depth affordable housing knowledge and experience.
- Excellent customer service skills.
- Strong organizational and time management skills.
- Strong conflict resolution and active listening skills.
- Ability to manage multiple priorities whilemaintainingconsistent performance.
- Strong attention to detail.
Preferred Qualifications and Requirements:
- Bachelor’s degree in Business Administration, Public Administration, or related field; equivalent work experience considered.
- Experience with Yardi, RealPage/OneSite, Entrata, or comparable property management softwarestronglypreferred.
- Familiarity with HOME, RAD, Rural Development (RD), or Housing Bond complianceprogramsa plus.
Travel Requirements:
- This position requires physical on-site presenceat the properties 3-4 days a week, with at least one day per week at the Corporate Office.
