About This Position

Cary’s innovative and acclaimed Information Technology team is seeking a dynamic leader in technology and integration to join our team as a Senior Network Engineer and drive the development of robust, high-performance network infrastructures. In this role, you will have the opportunity to lead critical projects, implement advanced networking technologies, and optimize our systems to support seamless and secure operations including performing complex technical work in managing the Town's computer network infrastructure backbone hardware, ensuring both internal and external security, and managing software and hardware for web monitoring and virus scanning.

Work is performed under the general supervision of the IT Operations Manager.


  • Ensures the network hardware and software are fully functional and operating reliably; uses various network monitoring applications (i.e. netflow, snmp, etc) and responds to user trouble calls;
  • Make sure all critical data is backed up for disaster recovery;
  • Troubleshoots complex network problems; checks equipment and logs of network, performs cable testing;
  • Maintains complex routers and switches in all town facilities and main/disaster recover (DR) data centers; configures data replication on main and DR switches; upgrades code when released from vendor; replaces leased equipment with newer equipment and configures;
  • Configures and maintains data center-class switches to connect virtualized/physical data center servers to storage attached network (SAN);
  • Maintains BGP (Border Gateway Protocol) for redundant internet connections for town and citizen connectivity;
  • Ensures that the network is secure from both external and internal threats of viruses, trojans, and worms; maintains firewall;
  • Assesses, designs and plans implementation of new network systems to handle emerging technologies and cloud based applications;
  • Coordinates the building and installation of all technology services equipment that pertains to data flow; reviews site plans and architect drawings for data/phone connections; work with other Town department project managers to coordinate TS infrastructure needs on construction projects;
  • Maintains a network of wireless users; delivers, sets-up and maintains a variety of wireless devices (ie: Wi-Fi & Access Points);
  • Coordinates with third party vendors to implement and maintain independent Town networks such as SCADA, traffic management, etc;
  • Provides network connectivity to user VOIP, HVAC systems, building power management appliances and physical security system;
  • Provides network connectivity to user PC, VOIP, HVAC Systems, building power management appliances and physical security systems; makes sure that a data path is in place and cross-connected to network;
  • Examine new hardware and software products and makes recommendations to departmental management; reviews trade journals, attends seminars and talks with vendors and other colleagues about products;
  • Provides 24x7x365 support for 911 center, Public Utilities and Technology Services data center and disaster recovery site. Provides after hours support for Operations and Applications Divisions of Technology Services;
  • Manages the stakeholders and team members, to design solutions and establish associated project timelines and budgets that allow for the delivery of the most strategic functionality within the project constraints;
  • Manages multiple concurrent IT projects of various sizes, from start to finish;
  • Assists in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility;
  • Designs and develops custom code for automation leveraging Python, HTML, JavaScript and PowerShell scripting languages;
  • Executes all steps required to deploy/implement the automation solution including but not limited to; deployment of server instances (Linux, Windows); installation and management of web server software and required modules (ie: Flask, uWSGI, Ngnix, etc)
  • Office 365 Administration, to include Exchange Online, Sharepoint, OneDrive and Skype for Business; Performs active, passive, and predictive wireless surveys using Ekahau software;
  • Performs enterprise level Cisco ISE (Identity Services Engine) configuration, troubleshooting and purpose enhancements to improve performance and maintenance of a compliant network;
  • Installs, configures and supports Cisco Wireless LAN Controllers in a complex enterprise environment; Develops Bill of Materials (BOMs) to order WLAN equipment needed for projects;
  • Resolves client connectivity, interference, authentication, and coverage issues; Assists in preparing cost estimates for projects;
  • Performs other job-related tasks as required.

Thorough knowledge of the principles and practices in the management of computer networks; thorough knowledge of network security; thorough knowledge of modern techniques in system analysis and design in an environment of multiple systems including multi-user networking and communications; thorough knowledge of BGP (Border Gateway Protocol); thorough knowledge of Layer 2 and 3 routing; thorough knowledge of network device operating system; thorough knowledge of the operation, uses and capabilities of the Town's computer equipment; general knowledge of PC, VOIP, HVAC system, building power management appliances, SCADA, wireless and physical security systems; general knowledge of principles of accounting and statistical procedures relative to computer applications; ability to establish and maintain effective working relationships with other computer and user personnel; ability to follow oral and written instructions; ability to interview users and translate needs to application solutions; ability to solve problems; ability to manage several projects at the same time; ability to prepare technical reports and manuals.


Requires any combination of education and experience equivalent to graduation from a four-year college or university with a bachelor's degree in business, computer science or related field, and considerable experience in network configuration and network security.

Requires a valid driver's license with an acceptable driving record.

Requires drug testing and background check (which may include criminal check, education verification and credit history review) prior to employment.
