Job Description

Position Summary

The Director of Product Management & Compliance is responsible for leading the execution, governance, compliance, drafting, and lifecycle management of Phoenix American’s automotive Finance & Insurance (F&I) product portfolio, including Vehicle Service Contracts (VSC), GAP Waivers, Limited Warranties, and Vehicle Protection Products (VPP).

This role serves as the company’s subject matter expert for product governance, customer contract language, regulatory compliance, and state product filings. The Director translates Executive Leadership’s strategic direction into market-ready products by partnering with Risk Management, Legal, Underwriting, Operations, Technology, Sales, Client Services, Marketing, and Finance to deliver products that are compliant, competitive, and operationally sound.

Key Areas of Accountability

Product Compliance & Regulatory Filings

  • Manage the complete lifecycle of state product filings and regulatory approvals through SERFF and other applicable filing systems.
  • Coordinate filing strategies with outside legal counsel, underwriting partners, actuarial resources, and regulatory consultants.
  • Prepare filing memorandums, compliance certifications, supporting documentation, and regulatory responses.
  • Track filing status, approvals, renewals, implementation dates, and jurisdiction-specific requirements.
  • Monitor legislative and regulatory developments nationwide and recommend product modifications necessary to maintain compliance.
  • Maintain expertise in Vehicle Service Contract, GAP Waiver, and Vehicle Protection Product regulations, state insurance laws, FTC and CFPB requirements, the Magnuson-Moss Warranty Act, UDAAP principles, and other applicable consumer protection regulations.

Product Execution & Lifecycle Management

  • Lead the development, enhancement, implementation, and ongoing lifecycle management of Phoenix American’s automotive F&I products.
  • Execute the product strategy and priorities established by Executive Leadership.
  • Translate strategic direction and business objectives into detailed product specifications and implementation plans.
  • Evaluate competitive products, customer needs, market trends, and emerging opportunities, providing recommendations that support future product strategy.
  • Own Phoenix American’s enterprise product governance framework, including product specifications, approved forms, state-specific variations, national forms, version control, change management, and implementation standards.
  • Coordinate cross-functional implementation of approved product changes, ensuring documentation, technology, operations, claims, and client-facing teams are aligned prior to launch.
  • Coordinate cross-departmental communication to ensure current forms and policy language is utilized.
  • Ensure all departments utilize current, approved product documentation.

Contract Development & Product Documentation

  • Own the drafting, editing, maintenance, and governance of all F&I product forms, both internally and externally
  • Ensure all documentation reflects legal clarity, consumer readability, operational practicality, consistency, and regulatory compliance.

Industry Leadership

  • Represent Phoenix American within leading automotive F&I industry organizations, including SCIC, GAPA, and MVPPA.
  • Attend industry conferences, regulatory meetings, educational programs, and committee activities.
  • Build relationships with regulators, insurers, obligors, TPAs, administrators, attorneys, and compliance professionals.
  • Monitor emerging legislative, regulatory, and industry developments and advise Executive Leadership on trends affecting Phoenix American’s products.
  • Promote Phoenix American’s reputation as a trusted, compliant, and innovative leader in the automotive F&I industry.

Qualifications


Required

  • Bachelor’s degree or equivalent industry experience.
  • Eight or more years of progressive experience within the automotive F&I industry.
  • Extensive knowledge of Vehicle Service Contracts, GAP Waivers, Limited Warranties, Vehicle Protection Products, and ancillary F&I products.
  • Deep understanding of state service contract law, insurance, and consumer protection regulations.
  • Demonstrated experience drafting legal agreements, customer contracts, and product documentation.
  • Experience managing multi-state regulatory filings and approvals.
  • Strong working knowledge of SERFF and other regulatory filing systems.
  • Experience with F&I Sentinel and comparable compliance management platforms.
  • Demonstrated ability to lead cross-functional product initiatives involving Legal, Compliance, Risk Management, Underwriting, Operations, Technology, and business stakeholders.
  • Exceptional technical writing, communication, project management, and organizational skills.


Preferred

  • Experience working for a third-party administrator, obligor, insurer, or automotive F&I provider.
  • Experience leading multi-state product implementations.
  • Active participation in automotive F&I trade organizations.
  • ACE and/or AFIP certification.

Education

Required

  • Bachelor's degree in Business Administration, Finance, Legal Studies, Paralegal Studies, Insurance, or a related field; equivalent combination of education and industry experience will be considered.

Preferred

  • Bachelor's degree in a relevant field as noted above is strongly preferred over experience substitution at the Director level.
  • ACE (Automotive Compliance Expert) and/or AFIP (Association of Finance & Insurance Professionals) certification — listed under Preferred Qualifications but treated as a meaningful educational credential for this role.
  • Continuing education in state service contract law, CFPB/FTC regulatory developments, or automotive F&I compliance through industry organizations such as SCIC, GAPA, or MVPPA.
