Job Description
EEC Solutions is looking for a Program Manager for HQ USARCENT.
Note: We are seeking resumes for a proposal opportunity. This position is contingent upon contract award. Candidates currently living in a HubZone designated area are encouraged to apply.
Summary of Responsibilities:
Serves as the on-site program management lead and EEC Solutions' single point of accountability to the Contracting Officer and COR for all contract performance. The incumbent directs contractor personnel, owns the Quality Control Program, delivers all recurring contract reports, and provides program management support to the USARCENT Headquarters Battalion.
Essential Duties and Responsibilities:
• Serve as the single point of contact to the KO and COR for contract performance, staffing, and issue resolution; attend the post-award conference and no-less-than-quarterly progress meetings.
Develop, implement, and maintain the Quality Control Program including the inspection system, inspection files, deficiency identification and correction, root cause analysis, and trend analysis.
Submit the QC Plan on the contractually required schedule and submit approved changes within five (5) workdays to the KO and COR.
Respond in writing within five (5) workdays to any Non-Conformance Report, stating causes, corrective action, and preventive procedures.
Deliver the daily PERSTAT before 0900 hrs and the Monthly Performance and Cost Report to the COR by the 5th calendar day of each month.
Maintain and submit the contractor personnel roster within ten (10) calendar days of contract commencement and within five (5) calendar days of any change; consolidate and submit weekly hours for COR validation.
Manage staffing, recruiting, retention, and replacement actions — including replacement of key personnel within ten (10) workdays of termination and notification of reassignments within five (5) workdays.
Develop the travel templates, physical security plan, and phase-out plan on their required schedules; supervise all contractor personnel and enforce standards of conduct and appearance.
Minimum Qualifications:
Required Education:
- Bachelor's degree required in Business, Management, or a related field. Master's degree preferred.
Required Experience:
- Minimum eight (8) years of program or project management experience, including at least three (3) years managing DoD services contracts of comparable size and complexity.
- Demonstrated supervisory responsibility for twenty (20) or more personnel.
- Direct experience with Quality Control Programs, QASP/PRS-based surveillance, and CPARS-rated performance.
Required Certifications / Licenses:
- PMP strongly preferred (not mandated by the PWS).
- Must complete DoD IA awareness training and register in ATCTS during the first month;
- AT Level I and iWATCH completed within 30 calendar days.
Special Requirements:
- U.S. citizenship required.
- Must be available for the post-award conference and Government-directed progress meetings at no additional cost to the Government.
- Active SECRET clearance required at the time of hire.
Preferred Qualifications (optional):
• Prior experience transitioning a new-start services contract to full staffing inside 60 days.
Army ASCC, Corps, or Headquarters Battalion staff experience.
PMP, CAPM, or DAWIA Program Management credential.
Retired Army senior NCO or field grade officer with HQBN or garrison staff background.
