The Director of Compliance is responsible for leading WSH’s Compliance Department and overseeing affordable housing compliance across the company’s portfolio, including LIHTC, HUD/Section 8, PBV, HOME, Bonds, HCD, and other government and privately funded housing programs. The Director will directly oversee the Compliance Manager and Compliance Department staff, provide leadership and accountability for department performance, partner closely with Operations and ownership, oversee regulatory and agency coordination, monitor audits and compliance deadlines, review rent and utility allowance schedules, coordinate Section 504 and reasonable accommodation compliance matters, and ensure regulatory requirements and program updates are implemented consistently across the portfolio.

- Oversee all aspects of LIHTC Compliance for all LIHTC financed properties.
- Conducts semi-annual audits of all compliance paperwork at communities.
- Reviews and approves all Move-in compliance paperwork for all new move-ins prior to move-in date.
- Reviews all resident re-certifications for accuracy and compliance
- Assist Owners with due diligence, as necessary to purchase a new community.
- Monitors all compliance and reporting regarding Tax Credits, Bonds or Lender/Investor requirements.
- Assist in developing Policy & Procedures regarding Compliance on an ongoing basis. Set up good practices to ensure that Managers are referring to the manual and make suggestions for changes when necessary.
- Ensure that all compliance policies are in place to operate the community at the most efficient manner possible to ensure the highest quality care to our residents.
- Attend monthly Manager Meetings to review the status of each community and to discuss compliance issues as necessary
- Provide a solid base and referral source for ongoing employee training and oversee documentation of such training.
- Review monthly Compliance for Vital Factor consideration.
- Responsible for all training regarding compliance issues including YARDI Property Management software.
- Attend bi-weekly staff meeting.
- Involved in Hiring, Training, Counseling and Terminating all management employees regarding Compliance
- Other duties as assigned.
- Provide leadership, coaching, development, and accountability for Compliance Department staff and compliance functions across multiple properties.
- Partner collaboratively with Operations and other departments to identify practical, solution-oriented approaches to compliance matters while maintaining regulatory requirements.
- Directly supervise, support, and develop the Compliance Manager and Compliance Department staff, including workload oversight, performance expectations, accountability, training, and professional development.
- Review applicable regulatory requirements, notices, guidance, regulatory agreements, and program updates, and ensure necessary compliance changes are implemented across the portfolio.
- Prepare, review, and maintain property rent schedules, rent limit schedules, and utility allowance schedules to ensure compliance with applicable program and regulatory requirements.
- Oversee and coordinate Section 504 and reasonable accommodation compliance matters, including working with Operations, ownership, and other applicable parties to ensure requests are handled consistently and in accordance with regulatory requirements.
- Review and coordinate HUD/Section 8 contract renewals, subsidy-related renewals, and other required compliance submissions, including monitoring deadlines and ensuring timely completion.
- Serve as a primary compliance liaison with CTCAC, HUD and other regulatory agencies, ownership groups, and agency representatives regarding compliance matters, audits, submissions, renewals, and regulatory requirements.
- Establish and maintain a department wide compliance calendar to monitor regulatory submissions, contract renewals, audits, inspections, reporting requirements, and other critical deadlines, and ensure required items are completed accurately and timely.
- Oversee responses to regulatory agency, investor, lender, and owner audits and inspections, including review of findings, development of corrective action plans, timely responses, and follow-through through resolution
- Oversee compliance activities related to new property takeovers, acquisitions, lease-ups, and initial certifications, including review of regulatory requirements and coordination with Operations, ownership, and regulatory agencies.
- Monitor Compliance Department workload, priorities, turnaround times, and outstanding items to ensure commitments made to clients, regulatory agencies, Operations, and ownership are completed within established deadlines.

- Communicate complex compliance requirements, risks, findings, and recommended solutions clearly and professionally to executives, ownership groups, regulatory agencies, employees, and other stakeholders.
- Manage multiple properties, priorities, audits, deadlines, and compliance initiatives simultaneously in a fast-paced environment.
- Identify compliance risks, develop practical corrective solutions, and follow through to ensure identified issues are resolved timely and appropriately.
- Establish consistent compliance processes, procedures, documentation standards, and internal controls.
- Strong command of the English language, including proper grammar, spelling, and sentence structure.
- Thorough understanding of the English language and ability to communicate effectively with others.
- Strong writing and proofreading skills.
- Neat, clean, professional always throughout the workday and/or whenever present at the community.
- Comply with expectations as demonstrated in the employee handbook.
- Ability to add, subtract, multiply, divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percentages.
Minimum of five (5) years of affordable housing compliance experience required; seven (7) or more years strongly preferred.
Prior experience at a Compliance Manager level or above, with direct responsibility for managing compliance staff and/or compliance functions across multiple properties, required.
Extensive knowledge of LIHTC, HUD/Section 8, Project-Based Voucher (PBV), HOME, Bonds, HCD, and other affordable housing programs, including file reviews, audits, regulatory agreements, lease-ups, rent and income limits, and direct coordination with regulatory agencies and ownership groups.
California affordable housing compliance experience strongly preferred.
HCCP, TaCCs, AHM, or comparable affordable housing industry certifications strongly preferred. Substantial affordable housing experience and relevant industry credentials will be prioritized over a college degree requirement.
Demonstrated ability to lead, oversee, and develop a Compliance Department, establish accountability, and support the professional growth of compliance staff.
Ability to partner effectively with Operations and other departments while independently handling complex compliance matters.
Strong executive-level written and verbal communication skills, including the ability to communicate effectively with executives, ownership groups, regulatory agencies, and cross-functional teams.
Collaborative, approachable, solution-oriented leadership style with the ability to build strong working relationships across departments while holding team members and stakeholders accountable.
Yardi Property Management software experience preferred.
Valid Driver’s License, reliable transportation, and maintained auto insurance coverage.
Strong attention to detail, sound judgment, organization, and ability to work independently.
