Overview

This position is for the EB Maintenance & Modernization Site in Honolulu, HI.

The Maintenance & Modernization site in Hawaii is seeking a highly motivated Ship Certification Specialist to support the certification of work on commissioned submarines.

This is not an entry level position. The candidate must be experienced with Special Emphasis Program (SEP) boundaries including SUBSAFE, DSS-SOC, and FBW-SFCC. Candidate must have a good understanding of requirements to work within those boundaries, and ensure those requirements are adhered to by applicable personnel (engineering, trades, supervision, etc…). Responsibilities will include, but are not limited to:

  • Reviewing technical work documents within the Special Emphasis Boundaries (SUBSAFE, DSS-SOC, FBW-SFCC).
  • Opening, maintaining, and closing Re-Entry Controls (RECs).
  • Reviewing and certifying QA forms.
  • Perform QA Inspector duties.
  • Perform LEVEL 1 material inspections and/or review prior to installation.
  • Perform audits & surveillances as needed in support of general quality oversight.
  • Be the primary point of contact for NAVSEA and SUPSHIP certification audits.
  • Provide training on special emphasis programs and QAI delegates as required.

Candidates must be willing to travel as part of fulfilling this role. Travel may be expected for up to 1 year at a time and must be able to travel anywhere within the continental United States or Guam.



Responsibilities

  • The candidate will ensure work is performed efficiently and in accordance with Ship’s Drawings/Work Procedures, and Company Policies.
  • The candidate must have knowledge of submarine systems and how they impact the Special Emphasis Boundaries.
  • Candidate must also have an understanding of Liaison Action Requests (LARs), Departure From Specifications (DFSs), and other administrative vehicles utilized within the submarine maintenance & modernization arena.
  • Candidate is also expected to contribute to the improvement of site goals for Safety, Cost, Schedule and Continuous Improvement.
  • Must be able to read and interpret submarine drawings, technical variance data (TVD), technical manuals, and SEP requirements (SUBSAFE, DSS-SOC, FBW-SFCC) from applicable manuals.
  • Candidate must possess strong reading & comprehension skills in understanding company policies & procedures, Joint Fleet Maintenance Manual (JFMM) requirements, UIPI requirements, and other technical requirements to ensure all applicable requirements are adhered to.
  • Must possess knowledge of submarine systems and equipment, and consequential effects of SEP work performed within them.
  • Must be able to work outside normal duty hours, including evenings, weekends or holidays to support work as needed.
  • Candidates must be proficient in using basic computer programs such Outlook, Excel, Word, etc..
  • Candidates must possess strong communication skills and must be comfortable reaching out and coordinating between personnel amongst various organizations.


Qualifications

Required:

  • High School Diploma/GED or equivalent.
  • 3+ years of experience working as QAI, QAE, or QAR.
  • 3+ years of experience working on commissioned submarines, or commissioned submarine industrial environment during maintenance & modernization periods. This includes experience working with Task Group Instructions (TGIs), Deficiency Forms (DFs), and QA forms.
  • Must be able to possess an active DOD SECRET Security Clearance.
  • Must be willing to travel and work overtime & weekends as required to support project demands.
  • Travel may be expected for up to 1 year at a time and must be able to travel anywhere within the continental United States or Guam.

Preferred:

  • Prior submarine service or public shipyard experience in QA.
  • Prior experience working as QAI, QAE, and QAR.
  • Prior experience participating in NAVSEA / SUPSHIP certification audits.
  • Prior experience working as trouble desk engineer within a submarine maintenance & modernization period.
  • Experience with Hull, Mechanical, Electrical and Welding processes.
  • VT 3.10 or 3.11 qualified.
