The Human Resources Manager involves managing activities such as recruitment, employee relations, performance management, training and development, and talent management. Core competencies for HR management include solid communication skills and decision-making capabilities based on analytical skills and critical thought processes.

Primary Responsibilities include:

PAYROLL - BENEFITS

  1. Assists as needed with the overall payroll process to ensure a smooth and accurate system is in place.
  2. Assists as needed with the evaluation of benefits and their cost effectiveness.
  3. Ensures proper enrollment within selected benefits as guided by plan documents and/or summary plan descriptions.
  4. Sees that all required local, state and federal payroll taxes and reports are submitted in a timely fashion.

RECRUITMENT

  1. Manages the recruitment and selection process for all positions.
  2. Develops and administers an effective recruitment program for all positions, taking diversity into consideration.
  3. Support current and future business needs through the development, engagement, motivation and preservation of human capital.

STAFF

  1. Recruits, selects, trains, motivates, disciplines and terminates his Subordinates (with Supervisory approval); keeping within his budgetary allowances.
  2. Assures that an up-to-date job description is written and maintained for each Subordinate function.
  3. Keeps apprised of the climate of morale of all employees; makes recommendations on how to improve morale; and takes such corrective actions as are necessary (and approved by management) within his function.
  4. Provides the motivation and training necessary to ensure the results expected of each member of the operations function.

POLICIES AND PROCEDURES

  1. Maintains an awareness of and enforces all Company policies and procedures.
  2. Recommends to his Supervisor the need for revision to and/or new policies and procedures.
  3. Develops (in conjunction with other operating heads - as directed) new policies and procedures and/or revisions to existing policies and procedures.
  4. Assures that all policies and procedures for the project operations function are developed, approved, implemented and kept up-to-date.
  5. Recruits, selects, directs, trains, motivates, disciplines and terminates his Subordinates (with approval of the Executive Management) keeping within his budgetary allowances.
  6. Keeps apprised of the climate of morale of all employees of the firm; makes recommendations on how to improve the morale to the President/CEO and Chief Operating Officer; and takes such corrective actions as are necessary (and approved by management) within his own function.

ADMINISTRATION

  1. Insists on conformity with appropriate laws in all business transactions.
  2. Assist with the Strategic Business plan to ensure it represents to companies goals and is kept up to date.
  3. Ensure that necessary electrical and other required licenses are kept in place to protect the company and keep in compliance.
  4. Oversees and manages the performance appraisal system that drives performance.
  5. Assess training needs and monitors training programs
  6. Provides Leadership with appropriate Human Resource metrics to evaluate salary, benefits, turnover and other related analytics to assist with business decisions.
  7. Reviews and participates in employee releases and resignations.

Essential skills and experience:

  • Bachelor’s degree in Human Resources, business administration or related field
  • Eight years’ managerial and supervisory experience in public or private HR management
  • Knowledge of the principles and practices of human resources administration and employment laws
  • Demonstrated ability to lead people and get results through others
  • Demonstrated ability to think ahead and plan over a one-to three-year time span
  • Organize and manage multiple priorities
  • Problem analysis and problem resolution at both a strategic and functional level; sound judgment
  • Strong customer service orientation; high energy level
  • Excellent investigative, interviewing and mediation skills
  • Strong computer skills
  • Excellent interpersonal and communication skills; ability to establish and maintain effective relationships with a wide cross section of individuals
