About This Position
Responsible for the supervision and management of the institution’s Human Resources functions. Directs the development and implementation of policies, and adherence to EEO and Affirmative Action guidelines. Oversight of salary administration, employee benefits, payroll, regulatory compliance, recruitment, workers comp, safety, and health insurance. Provides leadership and direction on the interpretation of personnel policies as they relate to institutional objectives. Maintains personnel required federal, state, and local reports relating to the HR Function. Serves to lead and promote organization's Diversity, Equity, Inclusion and Accessibility efforts.
Reports to President and CEO.
Major Duties and Responsibilities- Manages the talent acquisition, recruiting and selection activities of the company to identify needed critical skills, employ, place, and/or transfer internal and external executives, managers, professionals, technicians, and support staff to ensure adequate staffing levels. Serves as organizations Chief Engagement Officer and monitors staff engagement through regular surveys.
- Oversees and leads Diversity, Equity, Inclusion and Accessibility activities of the bank through regular DEIA committee meetings and quarterly reporting to the board.
- Recommends and assists in formulating training programs and determines instructional methods, utilizing individual training, group instructions, demonstrations, and workshops; selects or develops training aids such as handbooks, visual aids, and tutorials. Oversees new employee orientation sessions, on the job training, refresher and individual training, and volunteer training.
- Directs the planning, design, implementation and administration of all compensation programs in order to maintain the organization's objectives and competitive position in the marketplace. Compensation responsibilities include base and total cash compensation programs, job evaluation, performance management programs and standards, long-term and short-term incentive programs and executive compensation. Participates and actively leads Compensation Committee meetings of Board.
- Administers the company's benefit programs including life, health, disability, 401(k), workers compensation balancing cost effectiveness of programs and company objectives. Works with outside accountant in preparation of annual 401(k) audit. Works closely with benefit brokers and providers to ensure renewals are competitive and financially sound. Consults and advises employees on their eligibility for these and other related benefits.
- Responsible for planning, development, and implementation of effective human resource strategies and policies. Assists Senior Management in developing short and long term objectives, goals, and strategies. Administers operational plans, policies, and goals which further strategic objectives.
- Ensure company compliance with FMLA, ADA, HIPAA, FLSA, EEOC and other federal, state and local laws. Must comply with all company policies and procedures, applicable laws and regulations, including but not limited to, the Bank Secrecy Act, the Patriot Act, and the Office of Foreign Assets Control.

Knowledge and Skills- A minimum of ten years of Human Resource experience required. Bank experience preferred.
- Bachelor Degree in Human Resources required. Graduate or SHRM designation preferred.
- Ability to effectively deal with employees and other key stakeholders (listens, understand, and identify needs and facilitate training for staff as needed.
- Good overall knowledge of the bank's methods and systems and how Human Resources and training are effectively used and administered in the industry. Analytical ability oriented toward feasibility and cost considerations. Good problem-solving skills and ability to react quickly to arising problems.
PHYSICAL REQUIREMENTS
Perform primarily sedentary work with limited physical exertion and occasional lifting of up to 20 lbs. Must be capable of climbing / descending stairs in emergency situation. Must be able to operate routine office equipment including telephone, copier, facsimile, and calculator. Must be able to routinely perform work on computer for an average of 6-8 hours per day, when necessary. Must be able to work extended hours whenever required or requested by management. Must be capable of travel by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities. Must be capable of regular, reliable and timely attendance.
WORKING CONDITIONS
Must be able to routinely perform work indoors in climate-controlled private office with minimal noise.

Must be able to perform job functions independently and work effectively either on own or as part of a team. Must be able to plan and direct the work activities of self and others. Must be able to read and carry out various written instructions and follow oral instructions. Must be able to speak clearly and deliver information in a logical and understandable sequence. Must be capable of dealing calmly and professionally with numerous different personalities from diverse cultures at various levels within and outside of the organization and demonstrate highest levels of customer service and discretion when dealing with the public. Must be able to perform responsibilities with composure under the stress of deadlines / requirements for extreme accuracy and quality and/or fast pace. Must be able to effectively handle multiple, simultaneous, and changing priorities. Must be capable of exercising highest level of discretion on both internal and external confidential matters.
