JOB SUMMARY

The Manager Applications & Informatics directly manages a team of analysts in the development and utilization of Electronic Medical Record (EMR) platforms including MEDITECH Expanse. Works closely with the Director of IT, key stakeholders, leaders, and decision makers in acute, ambulatory, administrative, and business departments across WhidbeyHealth to identify, align, recommend, develop, implement, and support high priority, cost-effective, quality, technology solutions for all aspects of the organization. This position applies leadership skills in resource placement, management, coordination, risk management, contract management, task planning, communications management, and execution. Exhibits strong negotiation and influencing skills in working with project sponsors, business leaders, project managers, functional managers, support staff and software vendors. Responsible for application systems project implementations, maintenance, and support activities across the enterprise for a broader, larger scope of cross functional application groupings. Manages EHR components as required for compliance with federal and state programs including MIPS and Promoting Interoperability.

Assists the Dir IT with establishing and implementing project management processes and methodologies for the IT community to ensure projects are delivered on time, within budget, adhere to high quality standards and meet customer expectations. Works closely with DIR IT to assemble project plans and teamwork assignments, managing and monitoring work efforts daily, identifying resource needs, performing quality review; and escalating functional, quality, timeline issues appropriately. Accountable for tracking key project milestones and adjusting project plans and/or resources to meet the needs of customers. Coordinates communication with all areas of the enterprise that impacts the scope, budget, risk, and resources of the work effort being managed.

PRINCIPLE FUNCTIONS includes the following, other duties may be assigned:

  • Provides leadership in the identification, evaluation, recommendation and implementation of Information Services applications and infrastructure based on organizational needs and external factors/trends.
  • Setting objectives and strategies for the applications, Analytics, and Clinical Informatics.
  • Selecting and implementing suitable technology to streamline internal operations and help optimize their strategic benefits.
  • Manages process change and adoption to move to an identified future state.
  • Leads assessment, design, implementation, and support of technology to inform decision-making and drive measurable outcomes.
  • Manages standardized approach to updating and maintaining EHR content, including system change management.
  • Maintains a thorough knowledge of current trends in Health Care and emerging information systems and technologies.
  • Provides project management skills for implementing new systems and/or upgrading existing systems, on time and within budget.
  • Ensures effective communication with impacted parties about upcoming changes and seeks feedback about effective change communication processes.
  • Supervises and supports Information Technology staff in the successful operation of systems and applications. Responsible for efficient staffing and departmental productivity.
  • Oversees the design and implementation of training for Information Technology users. Works with Information Technology customers to ensure productive use of existing and new systems.
  • Seeks routine feedback on continued value of current processes and systems and pursues opportunities for improvement and replacements when necessary.
  • Identifies, builds, and maintains relationships of trust and partnership with internal and external stakeholders, including but not limited to customers, vendors, suppliers.
  • Monitors internal control systems to ensure that appropriate information access levels and security clearances are maintained.

JOB KNOWLEDGE & QUALIFICATIONS

Education

  • Bachelor’s in computer science, Information Systems, or other related field. Or equivalent work experience.

Training and Experience

  • At least (5) years’ Healthcare IT Experience required.
  • At least (5) years’ demonstrated management experience required.
  • At least (5) years’ experience managing, supporting, and administering EHR systems,
    • Experience with Meditech/Expanse preferred.
  • At least (5) years’ experience managing complex projects using an established project management methodology (e.g., PMBOK, waterfall, scrum) preferred.
  • Clinical or business finance experience preferred.
  • Experience in delivering mission-critical capabilities using software systems.

Certificates, Licenses, Registrations

  • Lean/Six Sigma black belt preferred.
  • Project Management Professional (PMP) preferred.

Wage Range: $100,000 - $130,000 Annual DOE
