The Clean Energy Rule Expert position provides technical support to the U.S. Department of Energy’s (DOE) Federal Energy Management Program (FEMP) on activities related to the Clean Energy Rule. FEMP plays a key role in helping agencies understand and meet the federal building energy efficiency standards for agencies' new construction and major renovation projects. These standards include base building efficiency as defined in the Code of Federal Regulations (CFR) by subpart A of 10 CFR 433 and 10 CFR 435, commonly referred to as the "residential" and "commercial" rules, respectively. This also includes the Clean Energy Rule for qualifying projects as defined by subpart B of 10 CFR 433 and 10 CFR 435. The Clean Energy Rule supplements both the base commercial and residential rules, transitioning new buildings and major renovations away from on-site fossil fuel derived energy consumption.
Required Qualifications:
- Advanced degree specializing in energy technologies and public policy.
- 8 plus years of experience.
- Demonstrated advanced knowledge of the Clean Energy Rule.
- Demonstrated expertise in electrification, energy efficiency, and alternative financing and performance contracting designed to help government agencies pay for energy retrofits and deploy energy-conserving technologies.
- Excellent communication skills – verbal and written.
- Professional attitude.
- Strong attention to detail.
- Successful drug screening.

Starting compensation for this role typically salary ranges between $135,000 and $160,000 annually is commensurate with experience relative to the position and may vary based on candidate geographical location.
