LOCATION: 5400 Gibson Blvd SE, Albuquerque, NM

SALARY: $68,000 annual, exempt

SCHEDULE
Full-time, on-site with the chance to work from home on Fridays as shelter activities, schedule, and workload permits. Weekends, holidays and rotating shifts included.

ABOUT WOMEN'S HOUSING NAVIGATION CENTER (WHNC)
The Women’s Housing Navigation Center (WHNC) offers a safe and welcoming environment to women experiencing homelessness in Albuquerque. The center is open year-round and offers meals, a warm overnight bed, and secure under-bed storage. The shelter provides low barrier, trauma-informed case management, job searching and other supportive services. The team works to guide guests through a successful exit from shelter to safe, stable housing, and a plan for ongoing support.

  • You uphold program compliance, data integrity, and operational excellence, maintaining accurate HMIS entries, logs, and reports while monitoring trends, identifying gaps, and partnering with leadership to drive improvements that align with contractual and organizational standards.

HOW WILL YOU MAKE AN IMPACT?
As the Operations Supervisor at the WHNC is responsible for overseeing daily shelter operations, providing direct operational leadership, and supporting the Supportive Housing Program Manager in the effective delivery of services. You will be the key bridge between frontline staff and program leadership, ensuring that shelter operations, staffing, documentation, and client flow align with program goals, contractual requirements, and trauma-informed best practices.

Providing direct oversight of and mentorship to CPSW Leads, CPSWs, and other operational staff, you will ensure consistent service delivery, staff accountability, and a safe, organized, and supportive shelter environment. As part of your role, there will be significant administrative and systems-level responsibilities, including reporting oversight, schedule coordination, quality assurance, and process improvement.

Operational Oversight

  • Oversee daily shelter operations to ensure safety, structure, and consistency across all shifts
  • Monitor adherence to shelter policies, procedures, and safety protocols
  • Serve as escalation point for operational issues, staff concerns, and client incidents
  • Support smooth shift transitions and continuity of care
  • Coordinate with security, facilities, and external vendors as needed
  • Regularly exercises independent judgment and discretion on matters of significance, including operational policy interpretation, workflow design, staffing allocations, and incident‑response decisions.
  • Owns site‑level operational standards and compliance for WHNC; serves as primary decision‑maker for daily operational escalations.
  • Oversees site operating supplies budget within approved limits; authorizes routine purchases in accordance with policy.

Staff Supervision and Support

  • Supervise CPSW Leads and provide guidance to CPSWs, Housing Support Specialists, and on-call staff
  • Conduct regular check-ins, coaching conversations, and performance feedback
  • Support corrective action and documentation in collaboration with the Program Manager
  • Assist with scheduling, timekeeping oversight, and coverage planning
  • Promote a positive, accountable, and trauma-informed team culture
  • Support onboarding, training, and mentoring of new staff in coordination with the Program Manager
  • Serve as acting on-site lead in the absence of the Program Manager, as assigned
  • Ensure appropriate staffing coverage across shifts and communicate gaps proactively
  • Recommend hiring, promotion, discipline, and termination, with such recommendations given particular weight, including approving or initiating corrective action

Administrative and Systems Management

  • Oversee completion and accuracy of incident reports, shift logs, census data, and other required documentation
  • Ensure timely and accurate data entry into HMIS and City reporting systems
  • Support preparation of internal reports, audits, and compliance documentation
  • Track operational metrics and identify trends or gaps impacting service delivery
  • Assist with procurement tracking, supply management, and operational requests

Client Flow and Program Coordination

  • Monitor intake flow, bed utilization, and length-of-stay trends in coordination with Program Manager
  • Support staff in managing client movement, exits, and transitions
  • Assist with resolving barriers impacting client progress toward housing goals
  • Ensure ISP-aligned activities are supported operationally across shifts

Process Improvement and Leadership Support

  • Identify operational gaps and recommend improvements to policies, workflows, and staffing models
  • Develop, update, and implement shelter policies, standard operating procedures (SOPs), and operational guidelines in alignment with CPLC standards and contractual requirements
  • Lead and support process improvement initiatives to increase efficiency, compliance, and quality of service delivery
  • Assist Program Manager with implementation of new procedures, initiatives, and system changes
  • Support training coordination and ensure staff compliance with required certifications, policies, and SOPs
  • Monitor implementation of new processes and provide feedback, coaching, and adjustments as needed
  • Participate in leadership meetings and contribute to program planning, problem-solving, and continuous improvement efforts

Other Duties as Assigned

  • Perform other duties as assigned to support shelter operations, emergency response, and program success
  • Travel locally to meet with community partners, resources, clients etc.
MINIMUM QUALIFICATIONS AND COMPETENCIES

    Bachelor’s degree in Social Work, Public Administration, Business Administration, or related field preferred; relevant experience may be considered in lieu of degree Minimum 3–5 years of experience in shelter operations, supportive housing, or social services At least 1–2 years of supervisory or lead experience required Experience working in a responsive shelter environment strongly preferred Strong understanding of trauma-informed care and homelessness response systems Demonstrated ability to supervise staff, manage operations, and handle complex situations Excellent organizational, communication, and problem-solving skills Proficiency with Microsoft Office and client management systems (HMIS preferred) Valid driver’s license in good standing and ability to travel locally as needed
