About This Position
The Senior Management Analyst in the Utilities Department is responsible for planning, organizing, supervising, and implementing programs and performing complex budgetary, financial, and analytical functions for the department and overseeing assigned operational projects, procedures, and programs. This role includes the development and administration of the wastewater operating and capital improvements budgets, preparing financial reports and supporting long-range planning efforts.
The ideal candidate will have a strong background in utilities administration, with experience managing both water and wastewater enterprise funds. They will be highly skilled in developing and administrating complex operating and capital budgets and will have a proven track record in contract management
- Directly assists the department director by providing high level staff assistance in developing goals and programs; regularly acts in the behalf of the department director with the business activities of the department and for an operational program.
- Provide strategic leadership for the Water and Wastewater teams, setting long-term goals and aligning operations with departmental priorities and community needs.
- Plan, organize, direct, and evaluate the operations and performance of water distribution, wastewater collection, and related infrastructure and programs.
- Prepare, manage, and monitor annual operating and capital improvement budgets, ensuring fiscal responsibility and alignment with the Utilities Department goals.
- Develop and implement innovative initiatives, service improvements, and operational efficiencies to enhance service delivery.
- Collaborate closely with the Water Finance Manager on the development and management of the water budget and all other financial and budgetary matters within the district.
- Ensure compliance with local, state, and federal regulations and policies.
- Provide high-level support for financial planning, rate studies, capital improvement planning, and grant/funding applications.
- Represent the department in interagency coordination, regional water/wastewater planning efforts, and public outreach initiatives.
- Identify training needs and promote professional development and succession planning within the Department.
- Monitor key performance indicators (KPIs) and service metrics, and drive continuous improvement based on data analysis and feedback.
- Respond to and resolve complex customer service issues, emergency situations, or operational challenges in a timely and effective manner.
- Conducts research, studies, and analyses of department functions. Presents data in a meaningful way using proper statistical and analytical methods.
- Writes technical reports, administrative documents and correspondence.
- Administers and monitors all aspects of various programs/projects and special and/or high profile projects; coordinates staffing, equipment and facility needs.
- Develops and implements policies and procedures. Acts as department liaison with outside agencies.
- Manages and coordinates the administrative/office management functions of the Department.
- Supervises professional level staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and making hiring, termination and disciplinary recommendations.
- Administers various services and contracts with vendors; designs systems for use with all aspects of department.
- Performs analyses; writes staff reports; makes recommendations; makes presentations to City Manager, Department Directors, and City Council.
- Manages and supervises highly complex, sensitive and high profile projects and programs; monitors and evaluates the efficient and effectiveness of service delivery methods and procedures; and allocates resources.
- Commits department resources on own authority and in behalf of the department director.
- Represents department at meetings within City, public events, and speaking engagements; attends staff meetings, committee meetings, and/or other related meetings with community or professional groups.
- Serves as a liaison with other departments, as well as external agencies.
- Collects, compiles and analyzes data from various sources for related programs, which include complex financial, budget and administrative issues.
- Supervises office support staff for the department.
- Directs and prioritizes work assignments and projects to proper staff personnel.
- Monitors work levels; conducts performance evaluations, counsels staff on appropriate work strategies and methods.
- Performs other duties of a similar nature or level.
Knowledge of: Knowledge of the principles and practices of utilities budgeting, financial planning and fund accounting. Understanding of enterprise fund management for water and wastewater utilities, including cost recovery and rate-setting principles. principles and practices of public administration and municipal government management; management and leadership principles; program development and administration principles and practices; applicable Local, State and Federal laws, rules, regulations, codes, and/or statutes; organizational and management practices as applied to analysis, evaluation, and development of programs, policies and procedures in assigned area of responsibility; program development and implementation principles; municipal financial management and budgeting principles; principals and methods of training and instruction; project management principles; public relations principles.
Skill in: monitoring and evaluating employees; prioritizing and assigning work; providing leadership; providing public relations; using computers and related software applications; managing projects; managing multiple priorities simultaneously; giving presentations and speaking in public; analyzing and developing policies and procedures; ensuring compliance with applicable Federal, State, and Local rules and regulations; interpreting and applying applicable laws, rules, and regulations; analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and implementing recommendations in support of goals; preparing and administering budgets; planning, analyzing, and evaluating programs and services, operational needs, and fiscal constraints; delegating work; communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
Bachelor's Degree in Public Administration, Business Administration or a related field, plus 5 years experience in public management experience (preferably local government). A Master's Degree is preferred.
