Job Description

Professional Solutions Delivered, LLC (ProSoDel) is a total solutions provider for government and commercial customers in the areas of Program Management, Logistics, Organizational Change Management, Communications, Training, and Information Technology (IT) Support Services. We are currently seeking a Cyber Security Analyst (Senior) to join our team of professionals in support of the Naval Sea Systems Command (NAVSEA), Engineering and Logistics Directorate (SEA 05).

Essential Duties & Job Functions:

  • Lead cybersecurity and Information System Security Manager (ISSM) support for SEA 05 by overseeing Risk Management Framework (RMF) activities, Authorization to Operate (ATO) package coordination, and enterprise cybersecurity compliance efforts.
  • Analyze SEA 05 compliance with DoD, DON, NAVSEA, and FISMA cybersecurity requirements while providing recommendations, guidance, and corrective actions to support secure mission operations.
  • Oversee development, review, and submission of RMF packages, Enterprise Mission Assurance Support Service documentation, A&A requirements, and security authorization artifacts prior to formal submission.
  • Track RMF actions and milestones, system accountability requirements, FISMA compliance activities, and ATO sustainment actions across SEA 05 IT systems and mission areas.
  • Coordinate with system managers, program personnel, and leadership to maintain accountability for cybersecurity requirements, system authorizations, and security documentation across supported organizations.
  • Interface with SEA 03 Cybersecurity Support Resource Desk and other cybersecurity stakeholders to resolve RMF issues, support compliance actions, and improve authorization processes.
  • Support development and maintenance of Plans of Action and Milestones (POA&Ms), funding documentation, specifications, standards, technical strategies, and compliance roadmaps for cybersecurity initiatives.
  • Provide compliance oversight by preparing reports, metrics, executive briefings, and recommendations related to cybersecurity posture, vulnerability management, and security program performance.
  • Analyze technical products, specifications, standards, and cybersecurity documentation for technical adequacy and provide recommendations to SEA 05 leadership to improve security and operational effectiveness.
  • Read, write, and develop recommendations for technical products, policy guidance, standards implementation, and cybersecurity taskings supporting enterprise information assurance and risk reduction.
  • Perform related duties as assigned.

Job Requirements (Education, Experience, Professional Associations)

Education

  • Applicants must meet one of the following minimum qualifications:
  • Highschool diploma or GED and more than twenty (20) years of relevant experience in cybersecurity, information system management, software development, design or authorization, or a related functional area; OR
  • Bachelor’s degree in a relevant field and fifteen (15) years of relevant experience in cybersecurity, information system management, software development, design or authorization, or a related functional area; OR
  • Master’s degree in a relevant field and ten (10) years of relevant experience in cybersecurity, information system management, software development, design or authorization, or a related functional area.

Preferred Experience

  • Experience supporting IT functions such as network administration, engineering, or cybersecurity.
  • Experience managing end-to-end Risk Management Framework (RMF) activities, including coordination of Security Authorization Packages and ATO execution planning.
  • Demonstrated ability to conduct and validate control assessments in accordance with DoD and DON guidelines, ensuring systems meet security requirements.
  • Experience overseeing vulnerability scans, checklist completion, and risk analysis to support comprehensive system evaluations.
  • Experience reviewing and compiling security artifacts and documentation to ensure completeness and compliance prior to submission for ATO decisions.

Required Certification

  • Navy Qualified Validator (NQV) certification.

Clearance

  • Must be a United States Citizen
  • Must Possess and maintain an active DoD Secret Clearance with the ability to obtain a Top Secret
  • This position is designated as an IT-I Critical Sensitive Position
