ABOUT THE POSITION:
The Senior Manager of Human Resources serves as the functional lead for the agency’s people operations, culture, and labor relations. This role is a "working manager" responsible for both high-level planning and the hands-on execution of complex HR and related programs. The Senior Manager provides expert guidance to leadership on workforce planning, compensation, and performance management, while ensuring the agency maintains a stable and collaborative relationship with all employees and any collective bargaining unit(s).
The Senior Manager supervises staff and serves as the primary technical advisor to the VP of Business Operations on all HR functions, including policy recommendations and implementation, labor strategy, progressive discipline, contract interpretation, and organizational risk.
Duties, responsibilities and reporting structure of position are subject to change based on the needs of the organization.
Supervisory Responsibility:
This position supervises Analyst and/or Coordinator staff. Responsibilities include assigning work, conducting performance evaluations, mentoring professional growth, and ensuring the operational integrity of the HR department.
3CE is a Community Choice Aggregation agency established by local communities to source clean and renewable electricity at responsible rates for more than 1.2 million residential, commercial, and agricultural customers throughout Monterey, San Benito, Santa Cruz, San Luis Obispo, and Santa Barbara counties. 3CE is locally controlled and governed by board members who represent the communities served by the agency.
3CE is committed to reducing greenhouse gas emissions through local control of utility-scale renewable electricity generation, investment in new renewable power projects, and the implementation of innovative energy programs that facilitate the electrification of transportation and the built environment. 3CE promotes long-term electric rate stability and energy security while reducing reliance on fossil fuels and stimulating the local economy.
Labor Relations & Contract Administration
- Primary Interface: Serves as the primary resource and point of contact for Union Stewards and labor representatives.
- Grievance Management: Investigates and resolves basic grievances; interprets Collective Bargaining Agreement (CBA) language for supervisors to ensure consistent application of rules. Assists with resolution of complex grievances.
- VP & Legal Support: Acts as the "Chief of Staff" for labor negotiations; organizes cross-functionally as needed to prepare data models, fiscal impact analyses, and research briefs for the VP of Business Operations and legal counsel to support formal bargaining.
- Compliance Oversight: Oversees staffs’ maintenance of seniority lists, pay-scale accuracy to ensure 100% adherence to the CBA, along with other compliance requirements.
- Workforce Planning: Partners with Department leaders to forecast hiring needs and design organizational structures that support agency efficiency and productivity.
- Compensation & Benefits: Supports the design and administration of competitive salary structures and benefits programs; conducts periodic benchmarking studies. Works with cross-functional teams to implement compensation and benefit programs.
- Recruitment Leadership: Oversees high-level recruitment strategies, ensuring a diverse and high-quality talent pipeline.
- Performance Management: Designs and implement feedback systems to foster continuous growth.
- Training & Mentorship: Identifies skills gaps and implements agency-wide professional development, including leadership training for new managers.
- Communication: Supports overall performance in a hybrid, multi-site work environment through facilitating All Hands meetings, in person workshops, year-end celebrations, and other forums
- Operations: Ensures day-to-day operations are consistent with Agency policies, the Employee Handbook, and industry best practices.
- Internal Investigations: Conducts or supports sensitive investigations into allegations of misconduct, harassment, or policy violations.
- Legal Compliance: Ensures all agency practices comply with the California Labor Code, Cal-OSHA, FMLA/CFRA, ADA, and EEO requirements.
- Safety & Risk: Manages Workers’ Compensation claims and leads the agency’s safety and emergency preparedness programs.
Knowledge of:
- Advanced principles of public personnel management and workplace culture-building.
- California Labor Law: Comprehensive knowledge of wage and hour, leave administration, and anti-discrimination laws.
- Labor Relations: Thorough understanding of the Meyers-Milias-Brown Act (MMBA), interest-based bargaining, and public sector contract administration.
- Data Analytics: Proficiency in using HRIS data to drive decision-making.
Ability to:
- Build professional trust and maintain effective working relationships with union representatives.
- Translate complex labor contracts into clear, actionable guidance for management.
- Operate with high emotional intelligence (EQ) and maintain absolute discretion with confidential information.
- Communicate persuasively in reports and presentations to Executive Leadership and the Board of Directors.
- Lead and mentor a lean team of analysts in a fast-paced, hybrid work environment.
Education and Experience:
Education: Bachelor’s degree in Human Resources, Business Administration, or a related field. A Master’s degree or professional certification (SHRM-SCP or SPHR-CA) is highly desirable. Substantial experience may be substituted for formal education.
Experience: A minimum of eight (8)+ years of progressively responsible human resources experience, including at least two (2) years in a management or supervisory capacity.
Direct Labor Experience: Significant experience in a unionized public sector environment, specifically involving contract administration and labor-management collaboration, is required.
This position may involve working nights, weekends, and holidays as needed. Additionally, occasional overnight travel may be required.

HYBRID WORK SCHEDULE AS DESIGNATED BY CEO: Current remote workdays are scheduled on Mondays and Thursdays OR Employee may elect to work a 9/80 work schedule with alternating Fridays or Mondays off.
BENEFITS: 3CE offers a competitive benefits structure to its full-time employees.
RETIREMENT: Employees contribute 10% of their salary on a pre-tax basis towards the PARS retirement system, and the employer contributes 10% towards PARS.
HEALTH INSURANCE: 3CE pays 90% employer paid coverage for employee plus family coverage. 100% employer paid for single coverage towards medical, dental, and vision. 3CE contributes up to $2400 annually towards flexible spending benefits and $3600 towards HRA.
HEALTH & WELLNESS: 3CE contributes $1,000 per fiscal year for health, wellness and EV reimbursement.
DEFERRED COMPENSATION: 3CE offers 457 deferred compensations.
PTO: 180 hours annually on an accrual basis per pay period.
CELL PHONE ALLOWANCE: This position is eligible for a cell phone allowance of $50.00 monthly.
