About This Position


Benton County Public Work's Engineering Division is looking for a Water Quality Program Coordinator.

JOB SUMMARY
The water quality program coordinator is responsible for ongoing implementation and management of state-mandated water quality functions, including the County’s National Pollutant Discharge Elimination System (NPDES) MS4 Permit and Total Maximum Daily Loads (TMDLs), in accordance with the Oregon Department of Environmental Quality (DEQ) regulations. This effort culminates in an annual collaboration with Public Works, Community Development, and Environmental Health Departments for reporting purposes as required by DEQ. The coordinator will also lead the efforts in implementing the Riparian Corridor Program and associated reporting (GIS). Public education and outreach will be a major aspect of all Major Functional Areas.

MINIMUM QUALIFICATIONS
Water Quality Program Coordinator Minimum Qualifications
The following minimum qualifications are required for this position:
  • Bachelor’s degree in environmental science, physical sciences, engineering, or other discipline related to water quality management.
  • Minimum 3 years’ experience in a water quality field or similar industry. Preference will be given to additional certifications (for example: CESCL, CWRE, GIS).
Special Requirements:
  • Possession of or the ability to obtain a valid Oregon Driver's license within thirty days of hire date.
The Ideal Candidate will have:
  • Knowledge of:
    • Federal and state statutes, rules, ordinances, standards, and local codes for stormwater management.
  • Skills in:
    • Navigating cross disciplinary teams for stormwater management plan implementation and reporting.
    • Establishing and maintaining relationships with local watershed councils and water conservation districts.
    • Utilizing ArcGIS for analysis of bi-annual changes in riparian vegetation.
    • Using a personal computer with standard and specialized software.
  • Ability to:
    • Demonstrate courteous behavior when interacting with the public and County staff.
    • Communicating effectively verbally and in writing with an appropriate level of technical terminology for the situation.

An equivalent of education and experience may be accepted. Applicants must have at least 6 months of actual work experience to receive equivalency.
