Business Analyst

Summary

The PBCA Business Operations Analyst is responsible for supporting business operations through effective management of systems, data analysis, and process improvement initiatives. This role ensures compliance with HUD requirements, maintains secure systems, and leverages technology to optimize workflows and reporting for the Performance-Based Contract Administration (PBCA) program.

Essential Job Functions

Project Management

  • Lead and manage PBCA-related projects from initiation to completion, ensuring alignment with organizational goals.
  • Develop project plans, timelines, and resource allocations.
  • Monitor progress, mitigate risks, and communicate status updates to stakeholders.
  • Ensure projects are delivered on time, within scope, and within budget.

Business & Systems IT

  • Administer and maintain PBCA-related software systems to ensure optimal functionality and compliance.
  • Collaborate with IT teams to troubleshoot system issues and implement upgrades or enhancements.
  • Ensure data integrity and security across all business systems.

HUD Secure Systems Management

  • Maintain and monitor HUD Secure Systems access and permissions for PBCA staff.
  • Ensure compliance with HUD security protocols and timely updates to user credentials.
  • Serve as the primary liaison for HUD system-related inquiries and audits.

Business Process & Continuous Improvement

  • Analyze current business processes and identify opportunities for efficiency and automation.
  • Develop and implement process improvement initiatives to enhance operational performance.
  • Document workflows and create standard operating procedures (SOPs) for PBCA operations.

Data Analytics & Reporting (Microsoft Power BI)

  • Design, develop, and maintain dashboards and reports using Microsoft Power BI or other relevant platforms.
  • Extract, transform, and analyze data to provide actionable insights for decision-making.
  • Ensure accuracy and timeliness of recurring and ad-hoc reports for internal and external stakeholders.

Report Generation & Compliance

  • Assist in the preparation of required HUD and PBCA reports in accordance with regulatory timelines.
  • Validate data accuracy and completeness before report submission.
  • Support audits and compliance reviews by providing necessary documentation and analysis.

Software Systems Maintenance

  • Monitor system performance and coordinate with vendors or IT for maintenance and upgrades.
  • Test new features and functionalities prior to deployment.
  • Train staff on system updates and best practices.

Business Analysis

  • Gather and document business requirements for new projects or system enhancements.
  • Conduct gap analysis and recommend solutions aligned with PBCA objectives.
  • Collaborate with cross-functional teams to ensure successful implementation of business initiatives.

Knowledge, Skills, and Abilities

1. Microsoft Power BI Expertise

a. Ability to design, develop, and maintain interactive dashboards and reports.

b. Skilled in data modeling, DAX (Data Analysis Expressions), and Power Query for ETL processes.

c. Experience connecting Power BI to multiple data sources (SQL, Excel, HUD systems, etc.).

d. Proficient in creating visualizations that drive actionable insights and support business decisions.

e. Knowledge of Power BI Service for publishing, sharing, and managing workspaces.

2. Data Analysis & Reporting

a. Strong analytical skills for interpreting complex datasets and identifying trends.

b. Advanced Excel skills (pivot tables, formulas, macros).

c. Ability to validate and ensure data accuracy for compliance reporting.

3. Business Process Improvement

a. Familiarity with Lean or Six Sigma methodologies for process optimization.

b. Skilled in documenting workflows and implementing automation solutions.

4. Systems & IT Management

a. Experience maintaining HUD Secure Systems and ensuring compliance with security protocols.

b. Ability to troubleshoot and coordinate system upgrades and enhancements.

5. Technical Skills

a. SQL or other query languages for data extraction and transformation.

b. Understanding of software systems maintenance and integration.

6. Soft Skills

7. Strong communication and collaboration skills for cross-functional projects.

a. Detail-oriented with excellent problem-solving abilities.

b. Ability to manage multiple priorities in a fast-paced environment.

c. Ability to provide information in a courteous diplomatic manner.

d. Ability to multi-task and be self-motivated.

8. Skill and proficiency in the use of proprietary software for ACC tasks.

9. Ability to communicate effectively, both orally and in writing.

10. Ability to travel (up to 10%).

Minimum Qualifications

Bachelor’s degree in Business Administration, Information Systems, or related field.

3+ years of experience in business operations, IT systems management, or data analytics.

Proficiency in Microsoft Power BI and advanced Excel skills (Microsoft Certification Preferred). Strong understanding of HUD Secure Systems and PBCA program requirements (preferred). Excellent analytical, problem-solving, and communication skills. Ability to manage multiple priorities and meet deadlines in a fast-paced environment.

Other: Valid Florida Driver’s License; Insurable under the agency’s insurance policy.
