Work Location: Public Safety Complex, 2101 47th Terrace East, Bradenton, Florida 34203

Work Hours: Monday - Friday 8:00 am - 5:00 pm

Expected Starting Salary Range: $80,143.32 - $106,189.90


This position is a full-time, exempt, salaried team member who serves as the primary Training O?cer for the Emergency Medical Services (EMS) Division of the Manatee County Public Safety Department. Directs, designs, facilitates, and implements a wide variety of training, skill verification, and professional development strategies for the EMS Division that enhance the e?ectiveness and career well-being of team members of the EMS Division.

This position includes significant managerial authority, independent judgment, and discretion. The role requires advanced clinical knowledge and executive decision-making regarding improving standards of care and coordinating education and training of the EMS Division, healthcare partners, and the public. This position will serve as the professional licensing officer to enforce minimum certification requirements, licensure tracking, and re-licensure requirements. Improves relations with the community, business associates, and other agencies. This position reports directly to the Assistant Chief of EMS Administration.

Employment in this position is at will and may be terminated at any time, with or without cause or notice, in accordance with applicable federal and state laws. Working Conditions
Indoor/Outdoor situation; high noise environment while performing certain responsibilities. Lifting equipment up to 100 lbs. alone; up to 250 lbs. with assistance.

This is a safety-sensitive position. Employment screenings will be conducted in compliance with applicable federal and Florida Laws. An applicant/employee who fails to pass a drug/alcohol screening shall be disqualified from employment in any class for a period of three (3) years.


Essential Functions

Oversees and assists with the development and implementation of a comprehensive training program that fulfills the recertification needs of the EMS Division, and other divisions in the Public Safety Department as required.

Researches, creates, and implements e?ective methods to educate team members, enhance performance, and drive team member engagement.

Coordinates individual and group training, refresher courses, and remedial training in the operation and use of new and current equipment and techniques.

Coordinates necessary processes and activities to support EMS Division and other Public Safety team members seeking certi?cations, recerti?cations, credentialing, continuing education, skill verification, medical and operational knowledge validation, and career ladder advancement.

Continually evaluates the quality and e?ectiveness of training programs and instructors (both internal sta? and external vendors), making recommendations to the Assistant Chief of Administration concerning changes necessary to eliminate training deficiencies or to comply with binding regulations. Aligns training with the Division’s strategic goals and makes the best use of available resources.

Oversees and directs curriculum standards for the orientation of new team members.

Evaluates organizational performance (team member surveys, performance measures, exit surveys, etc.) to ensure training meets business needs and improves EMS Division performance.

Creates communication strategy to promote continual professional development, connecting it to EMS Division goals and results. Ensures training, professional development, and continuing education plans, schedules, and calendars correspond to license renewal periods for EMS Division Team Members.

Responsible for administration of the Division’s Learning Management System (LMS). Oversees the creation of online learning modules and other educational materials for team members.

Responsible for curriculum development, lectures, skill instruction, and coordination of guest lecturers and instructors for EMS-sponsored training programs and initiatives.

Studies new developments in out-of-hospital medical care, and emergency medical equipment, doctrine, technology, and techniques. Evaluates local applicability and recommends and implements necessary procedural, equipment, and personnel changes in the Division.

Manages daily activities of assigned Shift Training O?cers and Field Training O?cers. Assigns work and delegates responsibilities to sta? and monitors progress to ensure division goals are met and high-quality customer service is maintained. Trains, coaches, appraises, and rewards assigned sta?.

Responds appropriately to team member complaints and issues. Cultivates strong working relationships and builds trust among team members.

Establishes, implements, and oversees the comprehensive skills credentialing system for all division personnel. Develops and maintains detailed documentation of each team member's skill proficiency, continuing education, certification status, and training completion.

Establishes procedures to meet EMS policies. Administer corrective action and/or positive reinforcement as needed. Advises team members of performance concerns and/or positive actions. Performs coaching, training, and counseling.

Enforces EMS policies and procedures, administering and documenting disciplinary action taken for inappropriate behavior during training programs. Recommends revisions of policies and procedures needed to ensure successful implementation and completion of training goals and objectives.

Promptly communicates performance deficiencies or personnel problems to the Assistant Chief of EMS Administration, their designee, and the team member's respective supervisor.

Provides input into the preparation of the yearly training budget.

Responsible for regulatory compliance to ensure that all work is completed following applicable laws and government regulations. Ensures training meets all federal, state, and local standards, and evidence-based medical practice under the direction of the Medical Director.

Represents the EMS Division, Public Safety Department, and Manatee County at meetings, conferences, etc. Makes public presentations as required.

May serve as Incident Safety O?cer on routine or large-scale emergency incidents.

Responds to emergency scenes/incidents as directed. Applies advanced knowledge and training in the operation of emergency vehicles and emergency treatment of patients when necessary.

Recommends needed revisions of the EMS medical protocols and standing orders.

Maintains the con?dence of the Medical Director in the provision of basic and advanced life support skills.

Assists with regional EMS training programs and attends meetings, seminars, and developmental programs needed to stay abreast of changing trends in EMS.

Performs other related duties as assigned, including participation in emergency or disaster response activities, as required and consistent with the employee’s qualifications, essential job functions, and applicable federal and Florida law.


An associate degree in education, emergency medical services, nursing, public safety administration, healthcare administration, business administration, or a related field required.

Five (5) or more years of experience as a Paramedic or Registered Nurse in an emergency medicine setting.

Three (3) or more years of experience providing education to diverse audiences using various delivery methods.

The following certi?cations and licenses are required and must be kept current: Valid Florida Driver’s License, Valid Florida State Paramedic, Provider certifications in Basic Life Support CPR (BLS), Advanced Cardiac Life Support (ACLS), Pre-Hospital Trauma Life Support (PHTLS), or equivalent.

Instructor certifications in AHA BLS, AHA ACLS, AHA PALS, NAEMT AMLS, NAEMT EPC, NAEMT GEMS, NAEMT PHTLS, and Emergency Vehicle Operator Course (EVOC) are required at the time of hire or must be acquired within one (1) year of accepting the position and must be maintained while holding this position.

IS-100, IS-200, IS-700, IS-800 required. ICS-300 and ICS-400 are required within one (1) year of accepting the position.

NAEMSE Instructor Level I (40 hours) or equivalent required within one (1) year of accepting the position.

NAEMSE Instructor Level II (20 hours) or equivalent required within one 1 year of accepting the position.

Equivalent combinations of education, training, and experience may be considered in meeting the minimum qualifications for this position.


Bachelor's degree preferred.

Previous training in adult education skills preferred.

Experience with public speaking to various age groups preferred.

National Registry Paramedic certification preferred.

Community Paramedic certification preferred.

Critical Care Paramedic certification preferred.

Knowledge, Skills and Abilities:

Strong organization, prioritization, analytical, and problem-solving skills to e?ectively manage areas of responsibility and attain goals set. Able to resolve di?cult problems and situations.

Proven ability to plan and conduct e?ective and engaging training programs.

Strong knowledge of traditional and modern training methods and techniques (mentoring, coaching, on-the-job, classroom, e-learning, micro-trainings, etc.), assessment tools, adult learning theories, and common techniques and practices of adult education and skills training.

Strong knowledge of instructional design and education evaluation. Advanced knowledge of EMS operations, systems, and procedures.

Extensive knowledge of basic and advanced techniques, procedures, and equipment used in the provision of out-of-hospital medical procedures and treatment.

Strong in?uencing and consulting skills.

Strong knowledge and understanding of regulatory compliance necessary to successfully perform job responsibilities, including Florida statutes and regulations related to EMS, and departmental and county policies and procedures.

Strong knowledge and understanding of computer systems and software applications required to perform job responsibilities.

Excellent verbal and written communication skills and interpersonal skills, including public presentation skills, to interact professionally and e?ectively with sta?, management, and vendors. Able to communicate policies, practices, and procedures for clarity and understanding by management, team members, and other stakeholders.

Communicate effectively in a diverse range of audiences and settings.

Listen and integrate the ideas of others.

Able to work within the con?nes of a collective bargaining agreement with the workforce.

Thorough knowledge of all EMS policies, procedures, and medical protocols.

Display a positive, self-motivated professional demeanor and promotes the mission of EMS as a unified team.

Independently plan, organize, schedule, and coordinate assigned projects and make decisions and judgments relating to assigned projects and other responsibilities.

Generate reports based on computer data.
