POSITION SUMMARY
Under the direction of the Assistant Administrative Services Manager, this position performs a wide variety of difficult and highly complex duties in support of the department; processes administrative matters not requiring the immediate attention of the supervisor; coordinates communications and meetings between supervisor and other administrators, employees, outside agency representatives and the public. Performs a variety of human resources support functions, worker’s compensation/return to work, FMLA processing. Create and maintain organizational digital file storage process. May assist the Human Resource Analyst in the recruitment and selection process.
ESSENTIAL JOB FUNCTIONS
Manages benefit enrollment including monitoring employee status relative to benefits in compliance with Agency policies and procedures. Tracks and ensures employee eligibility for benefits. Responsible for Affordable Care Act compliance and yearly reporting. Provides benefit orientations and enrollments. Assist employees with claims processing and in the resolution of issues with benefit representatives.

Manage employee personnel files to ensure accuracy, compliance, and confidentiality. Maintain both digital and physical records, entering, updating, and revising information as needed. Develop and maintain filing systems to streamline access to information while safeguarding sensitive data. Serve as the department's records coordinator, overseeing file retention policies. Collaborate with the Executive Assistant to manage organizational records retention, including digital files. Conduct regular reviews of staff digital files to eliminate redundancy and outdated information.

Track employee pay increases, benefit deductions, promotions, transfers and other status changes. Ensure the Finance Department has accurate information about benefit deductions/additions/changes.

Check incoming mail daily and ensure timely distribution to relevant departments or individuals.

Oversees the preparation and maintenance of the Equal Employment Opportunity and Affirmative Action reports.

Assists in the planning and implementation of the Agency’s human resource functions including recruitment, selection, and onboarding of new employees as needed.

Assists in creating engaging content for internal marketing and social media platforms, using design tools like Canva to produce visually appealing graphics and communications.

Manage special and/or ongoing projects as assigned; serve as resource person on department policy issues as assigned; and serve as back-up to other department or agency personnel as assigned.

Type and produce a variety of materials including reports, correspondence, announcements, bulletins, memoranda, charts, graphs and other documents using word processing and spreadsheet software. Format, edit, proofread, duplicate and distribute departmental reports, records and other materials.

Answer telephones and respond to routine questions regarding department operations and services; refer callers to other Agency staff as appropriate.

Gather, assemble and organize information from Agency and external sources; research and summarize information; compose correspondence independently or as directed.

May schedule appointments, meetings, and conferences; take and transcribe notes of meetings; prepare and distribute agendas and minutes.

May provide training and work direction to other personnel as assigned; assign and review work to ensure timely completion.

Operate a computer, word processing, spreadsheet, and database management software; operate office machines including copier, facsimile machine, calculator, transcription equipment and others.

May represent the Agency at meetings outside the organization as requested.

May assist the Drug and Alcohol Program Manager with providing testing notifications as needed. Support DAPM in report preparation and audits.
in conjunction with the Safety Officer, coordinate worker’s compensation program including reporting and monitoring claims, communications with injured employees, physicians and Department of Labor and Industries.

Coordinate state and federal Family and Medical Leave, Washington State Paid Sick Leave and other leave programs including assessments of eligibility, leave tracking, processing approvals, and communication with employees, supervisors, and physicians.

May assist the Human Resource Analyst with recruitment and selection process including developing employment ads and recruitment sources, screening applications, scheduling selection processes, serving on interview teams, and coordinating new hire process and paperwork. Provide new employee orientation including review of benefits and new hire paperwork, review of Personnel policies and procedures, and Drug and Alcohol policies.

Coordinate temporary help through temporary agencies as needed.

Responsible for EEO-4 reporting.

Responsible for keeping up to date on Federal and State laws regarding FMLA, OSHA, ACA, Drug and Alcohol regulations, etc. as they pertain to the Benefits
Coordinator job duties.

OTHER DUTIES
Administer programs and participate in special projects as requested.
Education and Experience: Any combination equivalent to: graduation from high school including or supplemented by secretarial, clerical, and computer training and at least two years of clerical and administrative support experience involving the use of a computer with word processing, spreadsheet, and database software, including one year involving public contact. Experience working in Human Resources field preferred. Knowledge of leave laws highly preferred.

Knowledge of:

  • Type, format, edit, and prepare reports, correspondence, bulletins, memoranda, and other materials independently.
  • Type accurately at a rate of 50 words per minute.
  • Operate a copier, calculator, facsimile, and other office machines.
  • Communicate and work cooperatively with others.

Work Environment:
Work is performed while sitting at a desk or computer terminal, with some standing and walking within the office area. Incumbents are subject to noise from office machines; duties may involve travel to other locations to conduct work.

Physical Demands:
Essential functions require the ability to see, to read fine print, hear, to receive information in person or on the telephone, speak clearly and distinctly to provide information, and sit at a desk or computer for extended periods of time. On occasion, will lift and carry supplies/materials weighing up to 35 pounds; however, lifting may be performed by other staff.
