EEC Solutions is looking for a Training and Development Specialist – Performance Management Coaching (PMCC) for the Civilian Leadership Development School at Maxwell–Gunter Annex.

Summary of Responsibilities
The PMCC Training and Development Specialist designs, develops, and delivers performance management coaching instruction for Department of the Air Force civilian supervisors and employees. The specialist teaches in online and resident environments, facilitates coaching‑focused learning activities, and helps participants apply performance coaching skills in their organizations. The role includes assessing skill gaps, building training that improves performance, and evaluating course effectiveness using the ADDIE model.

Essential Duties and Responsibilities
Design, develop, and deliver PMCC instruction, workshops, and micro‑learnings in online and resident environments.
Facilitate coaching‑focused group exercises, discussions, and skill practice using Microsoft Teams, Canvas, and classroom environments.
Assess skill gaps and create training that strengthens performance management and coaching skills.
Conduct needs assessments, design learning events, deliver instruction, and evaluate program effectiveness using the ADDIE model.
Grade coursework, provide feedback and remediation, and respond to student inquiries within one business day.
Maintain lesson plans and keep course content current with Air Force civilian performance management policy.
Certified coaches (two of four positions) must maintain their coaching credential in good standing.

Minimum Qualifications
Required Education
Bachelor’s degree required.
Concentration in Counseling, Education, Management, HR, Human Relations, Business Administration, Public Administration, Organizational Leadership, or Organizational Behavior is highly desired.
Transcripts will be requested for verification.

Required Experience
At least two years of online instruction experience at the undergraduate level or military equivalent using an LMS such as Microsoft Teams or Canvas.

Required Certifications / Licenses
Coaching certification (ICF, BCC, etc.) is required for two of the four positions.
Five or more years of documented coaching experience may substitute for certification with COR approval.

Special Requirements
Must obtain and maintain a Common Access Card (CAC) with fingerprint check and Tier 1 background investigation.
Must have a REAL ID‑compliant credential for base access.
Must be eligible to work on a DoD installation requiring U.S. citizenship.
On‑site at Maxwell–Gunter Annex; relocation to the Montgomery, AL commuting area required.

Preferred Qualifications
Active ICF ACC/PCC/MCC or Board Certified Coach (BCCI) credential.
Experience with federal or DoD civilian performance management systems.
Experience coaching supervisors or employees.

Work Conditions
Full‑time schedule, approximately 0730–1630 Monday–Friday, with adjustments for student time zones.
On‑site at Maxwell–Gunter Annex; resident courses may occur on base or in the local area.
Situational telework may be permitted as determined by the Government.
Mandatory annual Cyber Awareness, Force Protection, DoD CUI, Privacy Act, and installation‑specific training.
