This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Talent Operations – Program Manager based in the United States.
This is a high-impact operational role at the heart of a fast-scaling global organization, responsible for ensuring hiring execution runs smoothly during periods of rapid growth. You will design and manage the systems, vendors, and workflows that enable large-scale recruiting capacity, particularly during high-urgency hiring surges. Acting as the operational backbone of Talent Acquisition, you will coordinate internal recruiters, external agencies, and contractors to keep pipelines moving efficiently and predictably. The role combines program management, vendor oversight, and data-driven decision-making in a highly dynamic, AI-first environment. You will build structure where none exists, translating hiring demand into scalable capacity plans and operational execution. Over time, you will also expand into broader Talent Operations initiatives, including tooling, automation, and process optimization. This is a highly cross-functional role requiring precision, speed, and strong stakeholder alignment in a global, high-performance setting.
- Own and manage relationships with recruiting agencies and external contractors, including onboarding, performance tracking, and ongoing vendor management.
- Build capacity planning frameworks that align hiring demand with recruiter and agency supply, proactively identifying gaps and bottlenecks.
- Lead and coordinate high-volume hiring programs, ensuring alignment between internal recruiting teams, external partners, and hiring managers.
- Design and maintain scalable SOPs for engaging, evaluating, and optimizing external recruiting partners.
- Track and analyze key metrics such as cost-per-hire, fill rates, and agency performance to drive continuous improvement.
- Develop dashboards and reporting mechanisms that provide visibility into hiring capacity, pipeline health, and vendor effectiveness.
- Support the evolution of Talent Operations through automation, tooling improvements, and workflow optimization initiatives.
- Proven experience in talent operations, recruiting program management, or vendor/agency workforce management.
- Strong program management skills with the ability to manage multiple parallel workstreams in fast-paced environments.
- Experience building operational frameworks such as capacity models, SOPs, trackers, and reporting systems from scratch.
- Strong analytical mindset with the ability to interpret data, identify trends, and communicate insights clearly.
- Excellent stakeholder management skills across recruiting teams, hiring managers, finance, and external partners.
- Ability to operate effectively in ambiguous, high-growth, and rapidly changing environments.
- Nice to have: experience with high-volume or global hiring initiatives.
- Nice to have: familiarity with ATS platforms such as Ashby.
