Position: Airport Finance Manager

Department: Airport

Employment Status: Permanent - Full Time - Non-Exempt

Schedule:

Monday – Thursday

7:00am to 5:30pm

Compensation:

Grade 7; Salary Range starting at $21.96/hour

POSITION SUMMARY

The Airport Finance Manager is responsible for the financial administration and revenue management functions of the Morgantown Municipal Airport. The position oversees federal and state grant administration, tenant lease management, invoicing and accounts receivable, fuel sales administration, revenue tracking, financial reporting, and compliance with applicable grant and lease requirements. The Airport Finance Manager works closely with the Airport Director to support the airport's financial sustainability and operational goals by monitoring revenues, analyzing business trends, managing business records, and ensuring timely grant reimbursement and reporting. This position also supervises the Airport Operations & Finance Clerk.

ESSENTIAL DUTIES

Financial Administration

  • Manage and monitor airport financial activities, including revenue tracking, invoicing, accounts receivable, and financial reporting.
  • Prepare financial reports, revenue analyses, and operational trend reports for airport management.
  • Assist in the development and monitoring of airport operating and capital budgets.
  • Monitor airport business performance and identify trends affecting airport revenue and expenditures.
  • Maintain financial records in accordance with City policies and applicable regulations.
  • Monitors, completes and submits required financial reports such as PFC quarterly reports, Form 127, WV sales tax reporting, and others.

Grant Administration

  • Serve as the airport's primary administrator for FAA, WV Division of Multimodal Transportation Facilities (formerly the Aeronautics Commission), and other grant projects.
  • Track grant obligations, project schedules, reporting requirements, and reimbursement requests.
  • Prepare and submit grant reimbursement packages and required financial documentation.
  • Coordinate with consultants, contractors, engineers, funding agencies, and City departments to ensure compliance with grant requirements.
  • Maintain complete grant files and financial records for audits and regulatory reviews.

Lease & Tenant Management

  • Administer airport lease agreements, permits, licenses, and related contracts.
  • Maintain lease records and monitor critical dates, renewals, insurance requirements, and compliance obligations.
  • Prepare and distribute monthly lease, hangar, utility, and other tenant invoices.
  • Monitor and track rental payments and outstanding balances.
  • Calculate and implement CPI and other contractual rate adjustments.
  • Serve as a primary point of contact for airport tenants regarding billing, lease administration, and related inquiries.
  • Manage hangar waiting lists and lease documentation.

Fuel Sales & Business Operations

  • Oversee administrative functions related to aviation fuel sales and other FBO revenue-generating activities.
  • Monitor fuel inventory reports, sales activity, pricing trends, and revenue performance.
  • Serve as the airport liaison with AVfuel and related fuel service providers.
  • Review fuel transaction reports and ensure accurate reconciliation and reporting of fuel sales revenue.
  • Recommend pricing adjustments and business strategies based on market conditions and operational trends.

Records & Administrative Support

  • Maintain accurate business, lease, financial, and grant records.
  • Prepare reports, correspondence, and documentation related to airport financial operations.
  • Support preparation of materials for advisory boards, City Council, and other stakeholders as needed, such as minutes, financial reports, agendas.

Personnel Supervision

  • Supervise the Airport Operations & Finance Clerk (formerly FBO Customer Service Rep).
  • Provide training, direction, and performance oversight for assigned staff.
  • Assist with employee selection, onboarding, and performance evaluations for supervised personnel.

Compliance

  • Ensure compliance with applicable FAA grant assurances, state requirements, City policies, and lease obligations.
  • Support annual audits and financial reviews.

Badging

  • Operate the Airport security system and process applications for security badges including fingerprinting & submission of data for Security Threat Assessments, produce badges, and track & maintain a database for all badged individuals.
  • Process applications for security access keys and troubleshoot problems with keys and/or locks.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS

Working Conditions:

  • Work is primarily performed in an office environment with occasional visits to airport facilities.

Physical Requirements:

  • Position requires prolonged periods of sitting, computer use, and reviewing detailed financial documents.
  • Occasional walking on airport property and attendance at meetings may be required.
  • Occasional lifting of office materials up to 25 pounds.

USE OF TECHNOLOGY & EQUIPMENT

  • Position has daily use of computers, the Internet, Smartphones, etc. to create databases, spreadsheets, or reports. Position designs and creates customized reports, presentations, and/or documents using advanced software skills.

CONTACT & SUPERVISION

Contact:

  • Position involves frequent internal and external contact with other City departments, the general public, airport tenants, vendors & contractors, and local, state & federal officials generally on routine matters, including contacts with irate outsiders which require some public relations skill for taking complaints for others to follow up upon.

Supervision:

  • Supervise the Airport Operations & Finance Clerk (formerly FBO Customer Service Rep).
  • This position reports to the Airport Director.

Requirements:

MINIMUM REQUIREMENTS

Education:

  • Bachelor's Degree in Accounting, Finance, Business Administration, Public Administration, Economics, Aviation Management, or related field; or an equivalent combination of education and experience.

Certification/License:

  • None required

Experience:

  • Four to six years of progressively responsible experience in finance, accounting, business administration, grants management, contract administration, airport administration, or a related field.
  • Experience managing budgets, leases, contracts, invoices, accounts receivable, or grant-funded projects.
  • Proficiency with Microsoft Office Suite, particularly Excel, and financial management software.

Other:

  • Strong analytical, organizational, and communication skills.
  • Ability to interpret agreements, contracts, financial reports, and grant documents.
  • Must be able to pass a criminal history background check.

PREFERRED QUALIFICATIONS

  • Experience administering FAA, state, or other government grants.
  • Experience with municipal or governmental accounting practices.
  • Experience managing commercial leases, tenant agreements, or contract administration.
  • Experience with aviation fuel sales, FBO operations, or airport revenue management.
  • Seven or more years of increasingly responsible experience in finance, accounting, business administration, or airport administration.
