Job Description

Under limited supervision of the Director, Engineering and Construction, manages the design of water transmission and distribution mains and appurtenant facilities. Plans, directs, coordinates, and manages the work of consultants and Utilities Engineering Department staff.
  • Plans, directs, coordinates, and manages the work of consultants, professional engineers, project managers, and technicians involved in the design of water transmission and distribution mains and appurtenant facilities.
  • Oversees management of engineering services contracts, including development of Requests for Proposals (RFPs) and scopes of work; fee negotiation; and contract administration, including schedule and budget tracking.
  • Oversees review of design submittals to ensure compliance with project objectives
  • Ensures collaborative environment and effective communication with internal and external stakeholders and project end users.
  • Develops solicitation documents, including Invitation for Bids (IFBs) and Request for Qualifications (RFQs) and leads the development of Fairfax Water’s Water Main Installation and Service Contracts.
  • Oversees development of standard design details and construction specifications
  • Oversees utility relocation and system improvement designs for projects led by outside agencies and ensures accurate reimbursement and betterment cost reconciliation.
  • Oversees acquisition of all necessary project permits, easements, and other outside agency approvals, and ensures regulatory compliance.
  • Represents Fairfax Water at public meetings including Fairfax Water Board, local planning commissions, civic associations, and other organizations.
  • Oversees preparation and review of cost estimates and supports development and defense of the Capital Improvement Program budget.
  • Supports construction-phase engineering activities and administration, ensuring response to RFIs, review of shop drawings, and promptly addressing field issues.
  • Chairs or delegates responsibility for chairing Fairfax Water’s Approved Products Committee and coordinates updates and revisions to the Approved Products List.
  • Oversees and directs engineering archive activities to maintain a coordinate, cohesive facility records storage and retrieval program for end users and other staff.
  • Analyzes complex engineering problems, developing innovative solutions and strategies to address challenges effectively.
  • Manages multiple teams, providing guidance and support to team leaders and project managers to enhance performance and productivity.
  • Evaluates the best use of internal and external resources to accomplish business objectives; oversees the procurement, management, and integration of external resources.
  • Facilitates and supports professional development of staff.
  • Performs other duties as assigned or required.

  • A bachelor’s degree in civil engineering or related field and a minimum of 10 years of working experience, including a minimum of 3 years at a supervisory level, or any equivalent combination of education and experience.
  • Licensed as a Professional Engineer by the Commonwealth of Virginia, or ability to obtain by reciprocity within six months of hire.
  • Extensive experience in the design and construction of water utility infrastructure, including surveying, drafting, development of plans and technical specifications, contracts, and construction administration.
  • Proven ability to collaborate effectively with diverse internal and external stakeholders.
  • Skilled at managing multiple projects in a dynamic, fast-paced, team-oriented environment.
  • Demonstrated experience as a service-oriented self-starter and strong team player.
  • Ability to independently manage shifting priorities to achieve overall business objectives.
  • Advanced proficiency with Microsoft Office and other desktop applications as necessary.
  • Knowledge of AutoCAD and ArcGIS is preferred.
  • Must pass a controlled substance (drug) test for employment.
Salary will be based on knowledge, skills, and abilities of selected candidates.
