Job Description

Position: Sr. Geospatial Analyst

Location: Classified (TS/SCI) work on-site in Arlington, VA and the NRCC as directed

Clearance: An active Top Secret clearance and eligible for SCI access at time of hire.

ASET Partners LLC dba ASET Partners, an ODRG Company, is hiring a full-time Senior Geospatial Analyst to build geospatial data science workflows, datasets, and tools for CISA's undersea cable and communications infrastructure analysis program.

About the role

You will own the geospatial engine behind CISA's UCI/NDAC analyses: the Infrastructure Mapping Tool (IMT), the Infrastructure Data Structure (IDS) datasets it runs on, and the ArcGIS workflows analysts use to assess communications infrastructure.

You will design and operationalize analytics in ArcGIS Pro and Python, publish results as web maps and services, and enhance the IMT and Internet Analysis Tool (IAT) under the DHS SDLC. You will also lead junior analysts and train users on new and updated tools.

Key responsibilities

  • Design, implement, and operationalize geospatial data science workflows in ArcGIS Pro, ArcGIS Enterprise/Online, ArcPy, and the ArcGIS API for Python for automated, reproducible analytics.
  • Perform exploratory data analysis, clustering, hot-spot detection, suitability modeling, route optimization, and predictive modeling.
  • Publish outputs as web maps, web scenes, and analytical services; configure sharing, groups, roles, and collaboration across portals; integrate services with Dashboards, Experience Builder, and enterprise systems.
  • Enhance and upgrade the IMT, IAT, and related tools and models under the DHS SDLC and Section 508, presenting a decision briefing before any change and building as the COR prioritizes.
  • Deliver documentation, annotated source code, libraries, and dependencies; keep the CISA repository synchronized with the latest IMT build; produce a Tool Installation and User Guide for each tool.
  • Train users on each new or updated tool at delivery and semi-annually, with a training guide.
  • Produce the IDS Design Description (data schema, system architecture, data dictionary, Data Management Plan) before any production dataset update.
  • Develop, integrate, validate, and test datasets within CISA IT infrastructure in line with CISA enterprise data lifecycle requirements; deliver monthly IDS documentation and integration assessments, and quarterly and annual IDS updates.
  • Acquire, update, validate, and maintain Federal telecommunications usage and capacity data at least semi-annually for use in the IMT.
  • Provide guidance and work leadership to junior analysts.

Required qualifications

  • Bachelor's degree plus 6 years of specialized experience, or Master's degree plus 4 years, or 10 years of specialized experience in lieu of a degree (GTSS BPA Geospatial Analyst (Sr) minimums).
  • Performs geospatial data collection, analysis, interpretation, and management, and prepares presentations of the results.
  • Provides analysis and research for homeland security mission areas such as critical infrastructure protection, including assessments of current threats and trends drawn from classified and open-source information.
  • Leads technical demonstrations, exchanges, and presentations on the analysis produced.
  • Provides guidance and work leadership to junior team members and keeps current on emerging geospatial technologies and best practices.
  • Expert ArcGIS Pro and ArcGIS Enterprise/Online skills, including geoprocessing, web GIS publishing, and portal content, sharing, and role management.
  • Python automation with ArcPy and the ArcGIS API for Python.
  • Spatial statistics and modeling: clustering, hot-spot analysis, suitability modeling, network/route analysis, predictive modeling.
  • Geospatial data management: schema design, data dictionaries, ETL, validation, and versioned dataset releases.
  • Background in a telecommunications discipline and working knowledge of cybersecurity and IT security.
  • Software tool enhancement under a formal SDLC with source control, documentation, and Section 508 conformance.
  • Strong research, technical writing, and user training skills.
  • Personable and client-facing: builds rapport with Government customers and teammates, communicates clearly, and works well on a small team.
  • An active Top Secret clearance and eligible for SCI access at time of hire.
