Job Description

Job Function:

This is skilled work in the maintenance, construction and repair of city utility mains and facilities. Employee in this class participates in a variety of tasks in connection with the construction, maintenance and repair of the City water distribution and sewage collection system. Assignments are received in either written or oral form. Work is performed under the general supervision of a supervisor and is checked in progress and upon completion.

Essential Duties:

  1. Participates in laying water mains, setting fire hydrants, making taps for service connections, setting meters, and construction of meter boxes.
  2. Participates in under supervision of Distribution Supervisor in laying sewer lines, operates and cleans lift stations, checks manholes, digs and backfills ditches.
  3. Repairs and maintains fire hydrants, mains, and other facilities.
  4. Cleans and rods main sewer lines; unstops clogged up sewer pipes; operates rodding machine.
  5. Assists in location of sewer laterals.
  6. May operate light equipment.
  7. Helps with repairs at Water and Wastewater Treatment Plants.
  1. Cleans trucks, sweeps and cleans warehouse and storage yard area.
  1. Driving of City Vehicles (A valid Florida Driver’s License is required)
  1. May assist other departments in non-essential jobs.
  2. Performs other related functions as assigned.


Knowledge, Skills, and Abilities:

  • Knowledge of the materials, methods, practices and equipment used in pipe fitting and skill in their use.
  • Knowledge in the construction and repair of various utility facilities.
  • Knowledge of the City water and sewer systems.
  • Ability to work from sketches, maps and blueprints.
  • Ability to understand and follow oral and written directions.
  • Good physical condition and strength to do heavy lifting and carrying and to work under adverse weather conditions.
  • Ability to establish and maintain effective working relationships with other employees and the general public.
  • Ability to read and write English.


Required Qualifications:

  • High school graduate or GED required.
  • Some experience in the construction, repair and maintenance of utilities distribution and collection facilities; or an equivalent combination of education and experience.
  • Must have FDEP Level 3 Water Distribution License.
  • A comparable amount of education and/or experience can be substituted for the minimum qualifications.
  • Possess a valid Florida Driver’s License.
  • Complete the National Incident Management System (NIMS) within six (6) months of completion of probationary period.


Essential Physical Skills:

  • Must be able to operate tapping machines from ¾” to 12”, front-end loader, backhoes, trenchers, pickup trucks, pumps, generators, and dump trucks.


Environmental Conditions:

  • Works in an indoor and outdoor environment.
