Join a nationally distributed environmental consulting team supporting critical infrastructure projects across the country. In this role, you will provide expert guidance on NEPA compliance, environmental permitting strategies, and regulatory planning for broadband and other linear infrastructure developments. Acting as a key technical advisor during project initiation, you will help define project scope, assess regulatory pathways, identify risks, and establish execution strategies that align with both client objectives and agency requirements. This position offers the opportunity to collaborate with multidisciplinary experts while influencing complex environmental projects from concept through implementation. Ideal for a seasoned environmental professional, this role combines technical leadership, strategic planning, and regulatory expertise within a flexible remote work environment.
- Lead technical scoping efforts for broadband, utility, transportation, and other linear infrastructure projects, identifying appropriate NEPA pathways and permitting requirements.
- Develop detailed scopes of work, level-of-effort estimates, budgets, schedules, and technical assumptions that support successful project planning and execution.
- Evaluate project risks, environmental constraints, permitting complexities, and regulatory considerations to inform project strategies and cost estimates.
- Collaborate with interdisciplinary teams, including biological, cultural, permitting, GIS, and environmental specialists, to develop comprehensive and defensible project approaches.
- Prepare and contribute to technical narratives, regulatory strategies, scoping documentation, and project planning materials for clients and stakeholders.
- Participate in client meetings, technical discussions, and project scoping sessions, providing expert guidance on environmental review processes and compliance requirements.
- Support environmental review activities and technical deliverables while ensuring consistency with established regulatory approaches and project assumptions.
- Provide ongoing technical oversight and advisory support throughout project execution to maintain alignment with approved scopes and compliance strategies.
- Assist in evaluating new business opportunities by advising on feasibility, permitting requirements, regulatory complexity, and project approach development.
- Bachelor’s degree in Environmental Science, Natural Resources Management, Environmental Studies, Biology, Geology, Planning, or a related field.
- 5 to 15 years of professional experience in NEPA compliance, environmental permitting, or related environmental consulting disciplines.
- Strong experience supporting linear infrastructure, broadband, utility, transportation, or federally funded projects.
- Demonstrated ability to develop scopes of work, cost estimates, project budgets, and technical approaches for environmental review and permitting efforts.
- In-depth knowledge of NEPA processes, including Categorical Exclusions (CATEX) and Environmental Assessments (EA); familiarity with Environmental Impact Statements (EIS) is advantageous.
- Understanding of federal permitting requirements, including Section 404/401 permits, Section 10 permits, federal land access authorizations, and related regulatory programs.
- Familiarity with federal agency processes and requirements, including agencies such as the Bureau of Land Management (BLM), U.S. Forest Service (USFS), National Park Service (NPS), or similar organizations.
- Knowledge of broadband infrastructure programs, federal funding initiatives, or telecommunications permitting processes is highly desirable.
- Excellent technical writing, communication, and presentation skills, with the ability to translate complex regulatory requirements into practical project strategies.
- Strong analytical and problem-solving capabilities, with demonstrated experience coordinating multidisciplinary teams and balancing technical, regulatory, and logistical considerations.
- Ability to work independently in a remote environment while managing multiple priorities and collaborating effectively across geographically dispersed teams.
- Competitive annual salary ranging from $70,000 to $90,000, with potential eligibility for performance-based bonus opportunities.
