Employment Details: Full Time, Exempt
Compensation: $74,000 - 81,000/year
About the role: We are seeking a dedicated Program Manager to oversee two Permanent Supportive Housing programs serving individuals and families experiencing homelessness. This position supervises two Case Managers and one Program Specialist while providing leadership in program operations, budgeting, contract compliance, and community partnerships.
We're looking for a collaborative leader with experience managing HUD-funded programs and budgets who is passionate about helping vulnerable populations achieve housing stability and long-term success.
What you’ll do:
- Lead the day-to-day operations of two Permanent Supportive Housing programs, ensuring quality services and achievement of contract goals.
- Manage program budgets, expenditures, reporting, and compliance with HUD and other funding requirements.
- Supervise, coach, and develop a team of Case Managers and Program Specialists.
- Monitor program outcomes, documentation, and HMIS data to ensure accuracy and compliance.
- Build and maintain strong relationships with funders, housing providers, and community partners.
- Prepare reports, support grant activities, and identify opportunities for program improvement and growth.
- Represent SHELTER, Inc. in community meetings, collaboratives, and stakeholder partnerships.
What you’ll bring:
- Bachelor's degree in social work, Social Sciences, or a related field (equivalent experience may be considered).
- Experience managing HUD-funded programs and program budgets is required.
- Experience with Master Lease programs is highly preferred.
- 3+ years of experience working with individuals and families experiencing homelessness or housing instability.
- 2+ years of supervisory experience.
- Experience with HMIS and program compliance requirements.
- Knowledge of Housing First, trauma-informed care, motivational interviewing, and homeless services best practices.
- Strong leadership, communication, organizational, and relationship-building skills.
- Ability to manage multiple priorities, analyze program performance, and support staff development.
- Commitment to diversity, equity, inclusion, confidentiality, and serving vulnerable populations with compassion and respect.
Position Requirements:
- A valid California driver license, reliable personal vehicle, current personal auto insurance as required by law.
- Must successfully pass a criminal background check
- Must provide TB test clearance
