Build More Than Compliance — Help Build Trust

At GreenArrow, we don’t just build infrastructure; we build careers, communities, and a culture where people matter.

We’re looking for a highly organized and detail-oriented Labor Compliance Administrative Assistant to support California public works and prevailing wage compliance efforts across active construction projects. This role plays a critical part in protecting our reputation, supporting our project teams, and ensuring every certified payroll submission and compliance document reflects the high standards we hold ourselves to.

This is more than an administrative role. It’s an opportunity to become a trusted partner to operations, payroll, and project leadership while helping drive accountability, accuracy, and operational excellence across the business.

Why People Choose GreenArrow

At GreenArrow, our culture is built around four core values that shape how we work together every day:

People & Family

We take care of each other and operate as one team. We value employees who communicate openly, support their teammates, and bring integrity into every interaction.

Customer Commitment

We deliver on our promises. We look for people who are proactive, solution-oriented, and committed to doing things the right way — especially when deadlines and compliance standards matter most.

Excellence

We hold ourselves to a high standard. Attention to detail, accountability, and continuous improvement are critical to success in this role.

Trust

Trust is earned through consistency and reliability. Our compliance team helps protect the organization by ensuring every report, submission, and document is accurate and audit-ready.

What You’ll Do

Labor Compliance & Certified Payroll

  • Prepare, review, and submit weekly certified payroll reports (CPRs) for California public works projects.
  • Upload payroll documentation through the California DIR portal and systems such as LCP Tracker and Elations.
  • Track compliance deadlines and ensure all required submissions are completed accurately and on time.
  • Coordinate with subcontractors to collect and review certified payroll reports and supporting documentation.
  • Identify deficiencies, discrepancies, or missing information and follow through until resolved.

Documentation & Administrative Support

  • Maintain organized, audit-ready compliance files across multiple active projects.
  • Assist with DAS 140, DAS 142, fringe documentation, and project closeout compliance requirements.
  • Support responses to audits, agency inquiries, and compliance reviews.
  • Assist with onboarding projects into compliance tracking systems and maintaining reporting accuracy.

Team Coordination & Communication

  • Work closely with payroll, HR, project managers, subcontractors, and external compliance partners.
  • Communicate professionally and confidently regarding compliance requirements and documentation needs.
  • Help improve internal compliance processes, organization, and reporting workflows.

What You Bring

Experience

  • 2+ years of administrative support experience required.
  • Experience with certified payroll, prevailing wage, public works, or construction administration strongly preferred.
  • Experience supporting multiple projects and managing deadlines in a fast-paced environment.

Technical Skills

  • Experience with LCP Tracker, Elations, EComply, or similar compliance systems preferred.
  • Proficiency in Microsoft Office Suite, especially Excel and Outlook.
  • Experience with Vista by Viewpoint or construction ERP systems is a plus.

What Will Help You Succeed Here

  • Exceptional attention to detail and organizational skills.
  • Strong follow-up and communication abilities.
  • Ability to stay proactive, organized, and calm under pressure.
  • A team-first mentality with a willingness to support others.
  • Integrity and accountability in handling sensitive payroll and compliance information.

What Success Looks Like

  • Accurate and timely certified payroll submissions.
  • Strong relationships with project teams and subcontractors.
  • Audit-ready documentation maintained consistently.
  • Proactive problem-solving that prevents compliance issues before they escalate.
  • A dependable team member others trust to get things done the right way.
