Overview
CONSOR Engineers is seeking a Senior Resident Engineer / Group Leader to provide technical, operational, and leadership oversight in support of a growing Construction Management practice in Arizona. This role offers an opportunity to lead complex transportation construction projects while contributing to business development, staff growth, and long-term client relationships.
The Senior Resident Engineer will serve as a trusted advisor to clients, providing leadership in construction quality assurance and quality control (QA/QC), project delivery, and team development. This position supports both project execution and strategic growth initiatives for CONSOR’s Construction Management group.
Responsibilities
Leadership & Practice Responsibilities:
- Lead and expand CONSOR’s capabilities in the administration of complex transportation construction projects, primarily in the construction QA consulting space.
- Provide leadership across Arizona with short- and long-term project assignments that may require travel and temporary assignments away from home.
- Support business development efforts including opportunity pursuit strategies, teaming arrangements, client relationship development, and participation in interviews.
- Contribute to the preparation of statements of qualifications (SOQs), proposals, scopes of work, schedules, and budgets.
- Participate in resource planning, inspector allocation, and recruitment to ensure staffing aligns with project and growth needs.
- Actively identify, hire, and mentor Resident Engineers, inspectors, and other construction services staff.
Project Delivery Responsibilities:
- Supervise the administration of complex transportation construction projects utilizing traditional and alternative delivery methods.
- Make determinations regarding acceptability of materials, workmanship, and contract compliance.
- Prepare and negotiate contract supplemental agreements and change documentation.
- Verify and document contractor compliance with safety, environmental, and regulatory requirements.
- Monitor contractor activities and oversee materials testing and documentation.
- Review, certify, and authorize contractor payment requests.
- Track project progress, schedules, budgets, scope, and risk.
- Oversee field office operations and documentation systems.
- Lead project pre-construction meetings, partnering sessions, public outreach efforts, and stakeholder coordination.
- Coordinate, document, and approve RFIs, plan changes, change orders, and final redline as-built drawings.
- Lead and document project meetings with agency staff, contractors, utilities, and stakeholders.
- Supervise, mentor, and evaluate Resident Engineers, inspectors, and field office staff.
Qualifications
- Minimum of 15+ years of experience in transportation engineering and/or construction management.
- Proven experience leading complex transportation construction projects for public agencies.
- Demonstrated success in client relationship management and team leadership.
- Experience participating in the full consulting lifecycle, including project positioning, proposal development, and project delivery.
- Strong problem-solving skills with the ability to resolve complex construction conflicts.
- Demonstrated ability to manage project budgets, schedules, and QA teams.
- Experience with alternative delivery methods (Design-Build, CMGC, CMAR, P3).
- Bachelor of Science degree in Civil Engineering, Construction Management, or a related discipline.
- Professional Engineer (PE) license in Arizona or ability to obtain reciprocity.
- ADOT construction experience.
A plus not required:
- Prior group or regional leadership experience within a consulting organization.
- Strong mentoring and staff development background.
