SUMMARY
The role of the Compliance Program Director is to independently plan, prioritize, manage, and execute the Corporate Compliance project portfolio. This includes acquiring resources and coordinating the efforts of team members and/or third-party contractors or consultants in order to deliver projects according to plan and strict deadlines. The Program Director will also define the project’s objectives and oversee quality control throughout the project’s life cycle. Prepares and assists Director, Senior Director and/or Chief Compliance Officer in reporting to Rochester Regional Health management and the Audit and Compliance Committee of the Rochester Regional Health Board.
Corporate Compliance exists to assist Rochester Regional Health system administration and management in ensuring compliance with local, state and federal laws and regulations; in addition to contract obligations. Accordingly, the project portfolio includes programs that minimize risk to the organization through audits, investigations and training. Work is often confidential and sensitive; therefore requires a high level of professionalism and strong communication skills. Requires a high degree of mental and visual acuity as attention to detail, critical thinking and decision making is required. Errors greatly impact the hospital’s compliance risk, including legal fines, loss of revenue and statistics and should be minimized whenever possible.

ATTRIBUTES
• 5-10 years project management experience desired; preferably in healthcare.
• Strong analytical, computer, communication, and customer service skills
• Demonstrated project management experience effectively working with multiple, diverse stakeholders in a complex project environment
• Experience managing projects within an established standard project lifecycle framework
• Lean Sigma, PMP or CAMP preferred
Minimum Qualifications:
• Bachelor's degree in Business, or Healthcare Administration or equivalent combination of education and experience
• 3+ years of experience in healthcare Compliance required.

RESPONSIBILITIES
• Direct and manage project development from beginning to end on topics such as revenue cycle (clinical documentation, EMR work flows, registration, charging, billing, payments and denials), financial statements, payments and attestations; grants and payment agreements. Collaborates with health care professionals to discuss findings and offer advice and education as to how to improve compliance.
• Define project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders. Collaborates on margin improvement initiatives, often times assists or provides the training to staff involved in implementing, to ensure compliance.
• Develop full-scale project plans and associated communications documents.
• Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
• Liaise with project stakeholders on an ongoing basis.
• Estimate the resources and participants needed to achieve project goals.
• Draft and submit budget proposals, and recommend subsequent budget changes where necessary.
• Where required, negotiate with other department leaders for the acquisition of required personnel from within the company.
• Determine and assess need for additional staff and/or consultants and make the appropriate recruitments if necessary during project cycle.
• Set and continually manage project expectations with team members and other stakeholders.
• Delegate tasks and responsibilities to appropriate personnel.
• Identify and resolve issues and conflicts within the project team.
• Identify and manage project dependencies and critical path.
• Plan and schedule project timelines and milestones using appropriate tools.
• Track project milestones and deliverables.
• Develop and deliver progress reports, proposals, requirements documentation, and presentations. Researches and assists Compliance leadership, Rochester Regional Health management and administration with approvals for new business growth for the system.
• Determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas.
• Proactively manage changes in project scope, identify potential crises, and devise contingency plans. Develops corrective action plans with Management and assists with implementation when necessary. Performs follow up audits to ensure monitors are implemented and effective.
• Define project success criteria and disseminate them to involved parties throughout project life cycle.
• Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work.
• Build, develop, and grow any business relationships vital to the success of the project.
• Conduct project post-mortems and create a recommendations report in order to identify successful and unsuccessful project elements.
• Develop best practices and tools for project execution and management.
• Designs and implements annual Fraud Waste and Abuse Training implementation and monitoring of completion to ensure compliance.
• Design innovative programs for compliance risk that ensure stable long duration relationships.
The position may include some or all of these responsibilities:
• Report on project progress to senior leadership.
• Manage and refine project management approach and tools.
• Coach and mentor leadership on the project management approach.
• Handle multiple projects of varying size, as well as communicating regularly with leadership to ensure they achieve an understanding of expectations, deliverables, dependencies, risk, progress and the development process.
• Manage projects through the entire PLC (project life cycle); this includes planning, requirements, design, build, testing, training, launch, evaluation, and measurement; establish and maintain a usable and well-communicated schedule for all phases of a project.
• Work closely with other departments on business requirements. Listen carefully to customer requirement and improve current processes. Lead teams to an elegant design that meets technological, functional, and operational needs.
• Identify inefficient organizational processes. Continually seek out opportunities to create value for the project as well as with the project stakeholders. Identify needs and evaluate/provide alternative business solutions.
PHYSICAL REQUIREMENTS: S - Sedentary Work - Exerting up to 10 pounds of force occasionally Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
PAY RANGE: $75,000.00 - $88,000.00
The listed base pay range is a good faith representation of current potential base pay for successful applicants. It may be modified in the future. Pay is determined by factors including experience, clinical licensure date, relevant qualifications, specialty, internal equity, location, and contracts.
