About This Position

Position Description: Purpose The Director of Technical Services - Government leads a diverse group of engineers, technicians, project managers, and operations professionals in delivering high quality testing and engineering services, by leveraging TRCs world-class facilities and personnel. The work includes overseeing dedicated technical services at VRTC and other groups as developed.
Essential Functions* Establish and execute a strategic vision for the government technical services clients that drives TRCs future growth in this area. Oversee the functions that support the delivery of Technical Services, such as Project Management and Engineering, quality planning and control, performance management, contracting and compliance, and staffing. Recruit and develop top-level talent growing department capabilities. Provide employee objectives, training and assignments that are aligned with business needs and individual abilities. Provide mentoring and coaching to maximize employee performance and growth. Leverage customer and peer feedback in providing employees with formal performance appraisals. Collaborate with other leaders at TRC to continuously improve business and testing processes for accuracy and timeliness. As needed, update and/or create ISO 9001 and 14001 documents, ensuring department compliance is maintained and supporting audits. Collaborate with customers and TRC team members to improve service and grow business through work planning, benchmarking, progress/performance reviews and resolution of issues. Serve on cross-functional teams to improve aspects of the organization Explore, recommend, and direct revenue and cost optimization strategies that improve efficiencies and maximize profitability Directly responsible for the delivery of annual financial targets related to Technical Services for government clients. Participatory responsibility for the annual TRC financial targets. VRTC program manager responsibilities:
  • Ensure contract compliance for all VRTC task orders
  • Serve as the single point of contact for VRTC for contract related questions or concerns
  • Communicate with the contracting officer and the contracting officers representative (task order) when there is a need for additional funding
  • Maintain frequent communication with the NHTSA managers at VRTC (including the VRTC Office Director and Division Chiefs) to ensure that all contract requirements are being completed and ongoing operations are continuing satisfactorily

Other Duties and Responsibilities (Non-Essential Functions) Partner with other business pillars to help identify high-value complimentary external engineering service providers, develop strategic partnerships and manage their work in support of our customer needs. Lead periodic resource discussions (typically weekly) to clarify evolving assignments, ensure appropriate progress is being made, clarify priorities, balance workload across team members and provide assistance to overcome impediments.
Qualifications 5+ years of management experience, or a combination of management and automotive testing, especially with exposure to:
  • Testing of vehicle, component or tools used for testing & development
  • Test method development
  • Standards such as NHTSA, FMVSS, SAE, EPA, IIHS
Bachelors Degree in Engineering or other technical field or equivalent technical capability. MS Engineering Management or MBA desired. Experience and familiarity with government contracting, cost accounting standards, and incurred cost proposals. Experience and familiarity with research methods Excellent written & verbal communication skills. Highly interpersonally skilled, able to quickly develop good relationships with diverse customers, motivating a diverse workforce and effectively managing conflict. Ability to work well with diverse backgrounds, from test drivers with HS equivalent education, hands-on mechanics, advanced-degreed engineers and various administrative personnel. Experience managing multiple concurrent projects and meeting tight deadlines with significant workload in a changing uncertain environment that demand adaptability and a strong sense of urgency. Strong problem-solving capabilities, good attention to detail, organization skills and ability to think systemically. Ability to complete and pass all internal, position specific job and safety trainings required Valid state DMV issued or valid foreign country issued drivers license
