About This Position
Under general direction, plans, schedules, assigns, reviews, and participate in construction, fabrication, and maintenance work involved in building, maintaining, and repairing Public Works facilities, structures, and equipment; supervises the maintenance of traffic control devices; oversees road striping and painting; ensures control of roadside vegetation; provides responsible technical assistance to the Road Superintendent; and performs related duties as assigned
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Road Superintendent. Exercises direct and general supervision over technical and maintenance staff.
CLASS CHARACTERISTICS
This is the full supervisory-level class in the support services division. Responsibilities include planning, organizing, supervising, reviewing, evaluating, and performing skilled and semi-skilled work in the construction, maintenance and repair of a wide variety of facilities, structures, roads, bridges and equipment. Incumbents are expected to independently perform the full range of public works maintenance duties as assigned. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines. This class is distinguished from the Road Superintendent in that the latter is a mid-management classification and has management responsibility for all road maintenance services and operations of the County.

- Plans, organizes, assigns, supervises, and reviews the work of crew members in the construction, maintenance and repair of a variety of facilities, structures, roads, bridges, and equipment.
- Participates in the development and implementation of goals, objectives, policies, and priorities for assigned services and programs; identifies resource needs; recommends and implements policies and procedures, including standard operating procedures for assigned facilities.
- Evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.
- Trains staff in work and safety procedures and in the operation and use of equipment and supplies; implements procedures and standards.
- Schedules, assists, and participates in the work of crew members, including the fabrication and repair of road equipment, structures, tools and metal parts using welding equipment; rough and finish carpentry work; installation and maintenance of plumbing and electrical systems in Public Works facilities, etc.
- Oversees the installation and maintenance of the County-wide traffic control system, including stop lights, pavement markings and signs.
- Directs and participates in the control of roadside vegetation.
- Operates and ensures the proper maintenance of a variety of vehicles, light and heavy equipment, and tools.
- Inspects work in progress and completed for compliance with County and department policies and procedures, standards of quality and safety, and all applicable local, state and federal laws, regulations and guidelines.
- Prepares estimates of time, labor and material needs for assigned projects.
- Procures supplies, parts, materials and tools as needed; maintains inventory records.
- Receives and responds to inquiries, requests for assistance, concerns and complaints regarding areas of responsibility.
- Prepares and maintains clear and concise work records and reports as required.
- Coordinates assigned activities with those of other units, divisions, departments, agencies and individuals as appropriate.
- Oversees safety programs and training for the assigned functional areas and work groups; assists in action planning for safety programs; implements and monitors risk management plans regarding hazardous materials.
- Answers questions and provides information to the public; investigates inquiries; recommends corrective actions to resolve issues.
- Responds to emergency situations as necessary.
- May perform snow removal and ice control work as needed.
- Performs other related duties as assigned.
Knowledge of:
- Principles and practices of employee supervision, including work planning, assignment, review and evaluation, discipline, and the training of staff in work procedures.
- Principles and practices of public works maintenance and operations program development and administration.
- Principles, methods, materials, tools and equipment used in rough and finish carpentry, cabinet making and wood finishing, concrete work, brick and masonry repair, water / wastewater supply and drainage plumbing, electrical installation and maintenance.
- Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
- Road striping and painting practices, including surface preparation and materials application.
- Principles and practices of the application of pavement markings and the placement and maintenance of traffic control devices.
- Operation and routine maintenance of light and heavy equipment, hand and power tools common to the fields of welding, plumbing, carpentry, electrical and related trades.
- Principles and practices of safe and effective treatment of roadside vegetation using herbicides.
- Safety practices, regulations and equipment.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be
Equivalent to a high school diploma or GED supplemented by successful completion of a building trades or apprenticeship program and three (3) years of experience in general construction and maintenance work.
Licenses and Certifications:
- Possession of a California driver's license and have a satisfactory driving record.
- Possession of a state of California Pesticide Application Certificate within one year of appointment.

The department manages a comprehensive range of responsibilities through its 13 distinct budgets, totaling approximately $30 million for the current fiscal year. Its divisions include:
- Engineering: Oversees planning and execution of infrastructure projects, including securing millions in grants annually for bridge and roadway improvements.
- Road Maintenance: Maintains 610 miles of County roads including routine maintenance, emergency response, seasonal work, and safety and signage.
- Fleet Services: Provides maintenance and repair services for all County vehicles except those used by Fire services.
- Business: Manages the administrative and financial aspects of the department.
- Survey/GIS: Handles surveying and Geographic Information Systems (GIS) to support planning and development.
- Solid Waste: Oversees the management of two closed landfills and three transfer stations, ensuring proper waste disposal and environmental compliance.
- Airports: Manages two airports, including three runways and 83 hangars, covering over 400 acres of land.
- Facilities: Maintains and cleans all County buildings and infrastructure.
