Position Description: Position Summary
Restore Educations Chief Operations Officer is responsible for administrative leadership and management of the agency's operations to include finance, strategic business planning and budgeting, contracts, compliance & risk management, HR, Facilities Maintenance & IT. The COO will play a critical role in partnering with the senior leadership and Board of Directors in strategic decision-making and operations as Restore Education continues to enhance its quality programming and build capacity. The COO will serve as a business partner to the CEOwith an eye to continuously developing and improving systems.
Responsibilities
Execute the financial strategy of the organization and propose action plans to ensure that annual financial objectives are attained.
Develop and implement operational strategies aligned with the organizations overall goals and objectives
Provide leadership, direction, and management of the finance team and HR & operations team
Ensure full transparency over the organization's financial performance to all stakeholders including the Board.
Oversee and lead budgeting, financial forecasting, and cash flow for administration, existing programs, and proposed new sites.
In conjunction with the CEO, administer and review all financial plans and budgets, monitor progress and changes, and keep the senior leadership team abreast of the organizations financial status.
Oversee the annual audit process, liaise with external auditors and the finance committee of the board of directors, and assess any necessary changes.
Establish key performance indicators (KPIs) to measure operational performance
Facilitate communication and collaboration between different departments and teams
Work closely and collaboratively with all external partners including third-party vendors and consultants.
Build and lead high-performance teams, nurturing employee growth and development
Oversee the implementation of a robust contracts management and financial management/ reporting system; ensure that the contract billing and collection schedule is adhered to and that financial data and cash flow are steady and support operational requirements.
Update and implement all necessary business policies, HR, and accounting practices.
Assure legal and regulatory documents are filed and monitor compliance with laws and regulations.
Identify and manage financial & operational risks that could impact the organization's
performance & reputation
Support the development and execution of plans to address crises and unexpected events that could impact operations
Communicate updates to the CEO & Board of Directors on operational performance and initiatives
Identify inefficiencies and bottlenecks in processes and workflows
Work well with the CEO, organizational leadership, and Board to develop the strategic plan as well as assist with high-level decisions about policy and procedures.
Lead technical staff in designing an IT plan and successfully implementing it to meet IT needs (hardware and software) as the organization grows.
Support facilities and infrastructure support operational needs as needed
Help develop and integrate organizational values into clear and cohesive hiring, training, evaluating, and professional development practices.
Ensure continued path towards becoming a more diverse and culturally competent organization by modeling and integrating diversity and inclusion in the organizational culture.
Provide a strong day-to-day leadership presence for all staff; and support an open-door policy among all staff.
Assist the CEO in setting staffing strategy including talent acquisition and management, creating titles, job descriptions, compensation, organizational structure and supervisory lines, conflict management, negotiating employment terms, and other personnel issues.
Maintain high quality human resource functions including handbook maintenance and updates, training, development, compensation and benefits, employee relations, performance evaluations, and recruiting.
Ensure that policies and practices are non-discriminatory and culturally relevant.
Qualifications and Skills
The COO will have at least 7-10 years of overall professional experience; ideally 6+ years of broad financial and operations management experience and 10+ years experience in senior financial managerial positions. The COO will have the competency to create and drive the analytic framework for planning and managing organizational change in a fast-growing organization. Experience should include legal, audit, compliance, budget, HR, and resource development.
The strongest candidates will have a bachelors degree, and preferably an advanced degree (preferably in Accounting, Finance, or Management, with the following experience, knowledge and attributes:
The ideal candidate has experience of final responsibility for the quality and content of
financial data, reporting and audit coordination for either a division or significant program area, and has preferably overseen a human resources function previously:
Results-oriented, strategic thinker and planner with experience in senior management level positions
Strong financial and accounting background, including an advanced understanding of nonprofit accounting and experience with budget management, public accounting, and cash flow
Technology savvy with experience selecting vendors; knowledge of accounting and reporting software
Commitment to training programs that maximize individual and organizational goals including best practices in human resources activities
A successful track record in setting priorities; keen analytic, organization and problem-solving skills which support and enable sound decision-making
Excellent communication and relationship-building skills with an ability to prioritize, negotiate, and work with a variety of internal and external stakeholders
A high-detailed oriented multi-tasker with the ability to be flexible and a self-starter in a fast-paced environment and capable of working under pressure, planning personal workload effectively, and delegating.

Ability to translate financial concepts to and to effectively collaborate with -- programmatic and fundraising colleagues who do not necessarily have finance backgrounds
Demonstrated resourcefulness in setting priorities, proposing new ways of creating efficiencies, and guiding investment in people and systems
Experience with corporate governance
Aptitude to understand new issues quickly and make wise decisions
Ability to inspire confidence and create trust
Advanced computer skills, including proficiency in MS Office and QuickBooks software
Exceptional communication skills
Benefits: Employer covered health, vision, and dental, and employer covered life insurance; 401K plan, plus affordable auxiliary plans and generous PTO policy.
Schedule: Monday through Friday, 40 hours per week, based on the organization's needs. Some evenings and Saturdays, and hours above 40hrs per week, might be required.
Compensation range: Dependent on Experience and Education. Expected Range: $105,000-135,000.

*This position is grant funded. Although the grant is expected to end, additional funding might be obtained to extend grant beyond the end date. If that would occur, your employment under the grant might be extended. However, all employment is at will and may be terminated by the employee or the agency at any time regardless of the end date of the grant.

LICENSES OR CERTIFICATES
Must possess a valid Class C Texas Drivers License or obtain a valid Class C Texas Drivers License within thirty (30) days after becoming a resident of the State of Texas.
PHYSICAL DEMANDS AND WORKING CONDITIONS
Physical requirements include visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment.Subject to sitting, standing, bending, twisting, and walking to perform the essential functions.
