Job Description
The University Budget Director develops, implements, and manages the University's annual operating budgets and performs annual required Arkansas Division of Higher Education and NCAA reports. Supervises and provides leadership for a small to medium sized professional and administrative support staff in the budget.
The University Budget Director provides strategic and financial leadership by overseeing the development, monitoring, and administration of the university's annual operating and capital budgets. This role acts as the primary campus Budget Officer, collaborating with executive leadership, academic deans, and division heads to align fiscal resources with institutional priorities. Direct the planning, preparation, and execution of the university’s fiscal year operating and personnel budgets for approval by the Board of Trustees and state governing bodies.
The director compiles financial data for the University* s annual reporting requirements, as well as ad hoc financial reports requested by program managers, department heads, the Vice President for Administration and Finance, and the President. This position performs analysis of a variety of financial information (e. g. revenues, expenditures, and cost projections) for the purpose of providing direction and support, making recommendations, maximizing use of funds, and/or ensuring overall operations are within budget. Assists in the compilation and analysis of accounting records, payroll records, and other data to determine the financial resources required to implement and support new and existing University programs, as well as performs cost* benefit analyses to compare operating programs, review financial requests, or explore alternative financing methods.
Supervises and provides leadership for a small to medium sized professional and administrative support staff in the budget department, interviews applicants, hires, assigns and reviews work, provides training, and evaluates the performance of incumbents.
Minimum Qualifications:
Bachelor's degree in business, accounting, economics, finance or related field plus three years experience in accounting, finance, budgetary program planning, or other related field.
Proficient in Microsoft Office Suite, working knowledge of data-base management, as well as, knowledge of various query report writer applications. Excellent written and oral communication skills.
Preferred Qualifications:
Master's degree (MBA/MA) in related discipline or a Certified Public Accountant (CPA) credential).
At least 2 to 3 years of supervisory experience mentoring financial analysts.
