Summary
The Contract Specialist Manager oversees the team of Contract Specialists responsible for performing IBPS and PBT tasks under the ACC between HUD and NTHDC. This position ensures compliance with HUD regulations, monitors performance, and provides leadership and guidance to maintain operational efficiency and accuracy in contract administration processes.
Essential Job Functions
1. Leadership & Supervision:
- Supervise and mentor Contract Specialists, providing training, guidance, and performance evaluations.
- Assign tasks and monitor workload to ensure timely and accurate completion of monthly vouchers, rent adjustments, contract renewals, and special claims.
2. Compliance & Quality Assurance:
- Ensure all contractual tasks meet HUD requirements and internal policies.
- Review and approve work related to HAP vouchers, special claims, rent adjustments, and contract renewals.
- Monitor adherence to Fair Housing, ADA, Section 504, and Civil Rights Laws.
3. Operational Oversight:
- Oversee reconciliation and processing of monthly HAP vouchers.
- Ensure accurate and timely processing of special claims and annual rent adjustments.
- Support MOR reviews by coordinating desk review information for onsite inspections.
4. Reporting & Documentation:
- Ensure proper maintenance of electronic files and records retention in compliance with HUD and agency standards.
- Collaborate with internal teams to produce monthly, quarterly, and annual reports.
- Prepare and present performance metrics and compliance reports to leadership.
5. Strategic & Special Projects:
- Identify process improvements and implement best practices for contract administration.
- Lead special projects and assist with audits as required.
Knowledge, Skills, and Abilities
1. In-depth knowledge of HUD rules and regulations (4350.3, 4350.1, Special Claims Processing Guide, MAT User Guide, Section 8 Policy Renewal Guidebook, NSPIRE).
2. Strong understanding of Fair Housing, ADA, Section 504, and Civil Rights Laws.
3. Leadership and supervisory skills with ability to manage a team effectively.
4. Proficiency in proprietary software for PBT tasks and HUD systems.
5. Excellent communication, organizational, and problem-solving skills.
6. Ability to travel (up to 10%).
Minimum Qualifications
Bachelor’s degree preferred, however significant and relevant experience may also be considered. Experience with HUD’s Project based section 8 program or other housing programs is preferred, or an equivalent combination of training and experience. Must have at least 5 years’ experience performing similar tasks or equivalent combinations of education and experience.
