TITLE: CHIEF ADMINISTRATIVE OFFICER
DEPARTMENT: ADMINISTRATION
SUPERVISOR: CHIEF EXECUTIVE OFFICER
CLASSIFICATION: EXEMPT FULL-TIME

POSITION SUMMARY:
Under the direction of the Chief Executive Officer, the Chief Administrative Officer (CAO) is a key member of the executive leadership team responsible for the effective administrative, operational, and business functions of the organization. The CAO ensures alignment of day-to-day activities with the clinic’s strategic goals, regulatory compliance, and mission to provide high-quality, culturally sensitive healthcare services to the Native American community and surrounding populations. The CAO works collaboratively with all Department Directors, oversees non-clinical operations, and plays a critical role in organizational planning, workforce management, risk oversight, and system optimization.

ESSENTIAL JOB FUNCTIONS:
Organizational Leadership and Administration
• Provide oversight and direction for administrative functions including non-clinical operations, compliance, facilities, human resources coordination, risk management, IT systems, and support services.
• Assist the CEO in strategic planning and execution of organizational goals and initiatives.
• Develop and implement policies, procedures, and workflows that enhance efficiency, patient satisfaction, and compliance.
Departmental Oversight and Collaboration
• Supervise the following department directors:
o Facilities & Maintenance, Safety & Security, IT, Compliance Officer
• Support administrative managers to ensure alignment with organizational priorities and regulatory standards.
• Facilitate interdepartmental collaboration and communication to foster a cohesive, high-performing team culture.
• Serve as a liaison between administrative teams and the CEO, ensuring upward and downward communication of critical information and priorities.
Human Capital and Workforce Development
• Oversee collective staff performance management, training programs, and succession planning in partnership with Human Resources.
• Promote a workplace culture grounded in respect, cultural sensitivity, collaboration, and service excellence.
• Ensure workforce planning aligns with patient care demands and organizational capacity.
Compliance, Quality, and Risk Management
• Ensure organizational compliance with OSHA, HRSA, Medi-Cal and federal/state/local regulations.
• Lead or support internal quality improvement initiatives and audit readiness.
• Oversee management of incident reports, patient grievances, and risk mitigation protocols.
Operational Efficiency and Resource Management
• Analyze non-clinical organizational workflows, clinic utilization, and administrative processes to identify opportunities for improvement.
• Lead or collaborate on projects involving technology integration, infrastructure upgrades, and performance improvement.
• Ensure accurate and timely reporting of administrative metrics, performance evaluations, and efficiency reports.
Community Engagement
• Represent LCTHC in external forums and partnerships as appropriate.
• Promote trust and transparency between leadership and the community served.
Performs other job-related duties as assigned

EDUCATION, EXPERIENCE, CERTIFICATIONS AND LICENSES:
Education:
• Bachelor's degree in Health Administration, Public Administration, Business Administration, or related field required.
• Master’s degree preferred (MPA, MBA, MHA, or equivalent).
Experience:
• Minimum of seven (7) years of progressive leadership experience in healthcare administration, including five (5) years of supervisory/management experience in a clinical or tribal health setting.
• Experience in Indian Health Service (IHS), Federally Qualified Health Center (FQHC), or rural healthcare environments strongly preferred.
Knowledge, Skills, and Abilities:
• Strong knowledge of healthcare operations, compliance, and regulations.
• Ability to lead cross-functional teams and navigate complex organizational systems.
• Demonstrated skills in strategic planning, staff development, performance management, and quality improvement.
• High emotional intelligence, tact, diplomacy, and ability to work with culturally diverse populations.
• Proficiency in EHR systems, patient scheduling software, Microsoft Office Suite, and data reporting tools.
• Excellent verbal and written communication skills.
Licenses/Certifications:
• Valid California driver’s license and reliable transportation.
Other:
• Must be able to work in a fast-paced environment with frequent interruptions and changing priorities.
• Availability to attend offsite meetings, training, or community events as needed.

PHYSICAL DEMANDS:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Sitting / Mobility: Approximately 85% of time is spent working at a desk. Balance of time (approximately 15%) is spent moving around work areas. Communication: Ability to effectively communicate with co-workers, Board members, members of outside agencies, in person, by telephone, and by email. Vision: Ability to effectively use a computer screen and interpret printed materials, memos, and other appropriate paperwork. Lifting / Carrying: Ability to occasionally lift and/or move objects weighing no more than 50 pounds. Stooping / Kneeling: Ability to access files/stock supplies in low cabinets and shelves. Reaching / Handling: Ability to input information into computer systems and retrieve and work with appropriate paperwork, equipment, and supplies. Use of standard office equipment, including computer, telephone, calculator, copiers, and fax. Work is performed in an office/clinic environment; continuous contact with other staff and the public.
