Subcontracts Administrator / Purchasing Specialist

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Subcontracts Administrator / Purchasing Specialist based in the United States.

This role plays a critical part in supporting complex procurement and subcontracting activities within fast-paced, mission-driven programs. You will manage the full lifecycle of subcontracts and purchase orders, ensuring compliance with federal acquisition regulations while enabling timely delivery of goods and services. The position requires close collaboration with program, engineering, and supply chain teams, as well as external suppliers, to ensure cost-effective and compliant sourcing decisions. You will contribute directly to risk mitigation, supplier performance management, and strategic sourcing initiatives that support high-impact government and commercial operations. The role also offers exposure to advanced procurement strategies, supplier negotiations, and cross-functional decision-making in support of critical national programs.

Accountabilities:
  • Manage the end-to-end lifecycle of subcontracts and purchase orders, including sourcing, RFQ/RFP development, supplier evaluation, negotiation, award, and closeout activities in compliance with FAR/DFARS and internal policies.
  • Serve as a key liaison between internal stakeholders (program management, engineering, manufacturing, quality) and external suppliers to ensure alignment on requirements, schedules, and deliverables.
  • Conduct market research, supplier analysis, and cost/price evaluations to support competitive sourcing strategies and ensure best-value procurement decisions.
  • Draft, review, and negotiate subcontract terms and commercial agreements, including pricing, delivery schedules, flow-down clauses, and licensing or intellectual property provisions.
  • Monitor supplier performance across cost, schedule, and technical requirements while proactively identifying and mitigating supply chain and contractual risks.
  • Maintain accurate procurement documentation to support audits and compliance reviews, while contributing to supplier diversity and small business objectives where applicable.
Requirements:
  • Bachelor’s degree in Business, Supply Chain Management, Contracts, or a related field, or equivalent professional experience in procurement or subcontract administration.
  • 5+ years of experience in subcontracts, sourcing, procurement, or purchasing within a government contracting or regulated environment.
  • Strong knowledge of FAR, DFARS, and federal acquisition regulations, with demonstrated ability to apply compliance requirements in day-to-day procurement activities.
  • Experience negotiating commercial terms, evaluating supplier proposals, and performing cost/price analysis in complex sourcing scenarios.
  • Familiarity with subcontract types (FFP, CPFF, T&M) and associated risk considerations in procurement decision-making.
  • Strong analytical, communication, and negotiation skills with the ability to manage multiple priorities in a deadline-driven environment.
  • Experience with ERP systems (such as Deltek Costpoint) and proficiency in Microsoft Office tools.
  • Security clearance eligibility (U.S. Citizens only) required due to the nature of the work.
