Description:

The Director of the National Testing Organization is a leadership role responsible for the overall operational, financial, personnel, compliance, and

customer performance of NTO West. This role provides strategic direction and hands-on leadership to ensure operational excellence, regulatory compliance, risk management, and best-in class customer satisfaction across all Western regions.

Operational & Strategic Leadership

  • Provide comprehensive oversight of all NTO West operations, ensuring adherence to company policies, procedures, and regulatory requirements.
  • Develop, implement, and continuously improve NTO-specific Standard Operating Procedures (SOPs).
  • Establish and maintain a governance framework for compliance operations, policies, and standards.
  • Ensure optimal utilization of compliance and testing software for operational efficiency, monitoring, and record retention.
  • Oversee open orders, billing accuracy, dispatch, documentation, customer service, and resource management.
  • Establish purchasing, maintenance, calibration, and asset management procedures.
  • Protect and promote the company image, brand, and ethical standards.

Compliance, Risk & Regulatory Management

  • Lead the design, implementation, monitoring, and continuous improvement of compliance systems, controls, and reporting.
  • Ensure adherence to federal, state, and local regulatory requirements applicable to testing and petroleum-related operations.
  • Partner with Legal, Risk, Audit, and Operations leaders to identify and mitigate regulatory and operational risks.
  • Oversee regulatory filings, audits, investigations, and remediation activities.
  • Stay current on regulatory changes and industry best practices impacting operations.

Financial Oversight & Reporting

  • Responsible for achieving and exceeding projected gross revenue, profit, and net income objectives.
  • Review revenue reports, KPIs, and Profit & Loss statements.
  • Investigate abnormal costs and manage revenue-to-COGS and G&A ratios.
  • Review Accounts Receivable and support collection efforts to maintain payment terms.
  • Oversee open-order reviews and ensure accurate and timely invoicing.

People Leadership & Development

  • Provide leadership and oversight for regional managers, field personnel, and compliance teams.
  • Lead recruiting, hiring, performance management, and termination decisions in partnership with HR.
  • Promote a culture of ethics, integrity, accountability, and continuous improvement.
  • Oversee training, professional development, performance reviews, and incentive programs.
  • Develop succession planning and leadership pipelines.

Customer & Stakeholder Management

  • Ensure best-in-class customer satisfaction across all regions.
  • Maintain engagement with customers regarding contract adherence and service quality.
  • Resolve customer conflicts and dissatisfaction proactively.
  • Collaborate with internal and external stakeholders, including regulators and auditors.
  • Ensure professional communication and service delivery standards.

Safety & Inventory Management

  • Ensure compliance with all safety policies, procedures, and training requirements.
  • Support onboarding and ongoing safety programs and incident response.
  • Monitor driving records and enforce corrective actions.
  • Direct inventory control, asset tracking, and physical inventory processes.
Requirements:
  • Bachelor’s degree required; Master’s degree (MBA, MS) preferred.
  • 10+ years of progressive experience in operations, compliance, or regulatory leadership.
  • Demonstrated P&L and multi-region leadership experience.
  • Strong knowledge of regulatory environments related to testing, compliance, and petroleum operations.
  • Proven ability to build scalable processes and lead large, distributed teams.
  • Strong analytical, communication, and stakeholder management skills.
  • Must be able to meet company’s employment requirements, which includes passing a drug screen, criminal background check, and MVR, if driving for the company
  • Physical Requirements: include occasional lifting/carrying of 10 pounds; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment. Subject to sitting, standing, reaching, walking, twisting, and kneeling to perform the essential functions. Working conditions are primarily inside an office environment. Prolonged periods sitting at a desk and working on a computer.
