SUMMARY

The Human Resources Specialist is the primary personnel contact for staff employees and works with the Academic Affairs office in serving the personnel needs of faculty. This position is responsible for administering and coordinating a broad range of human resources functions, including payroll administration, recruitment, and onboarding, employee relations, and policy compliance.


ESSENTIAL DUTIES, RESPONSIBILITIES, AND FUNCTIONS

The essential duties, responsibilities, and functions of the Human Resources Specialist include, but are not limited to, the following:

Human Resources Administration

  • Advises the Director of Human Resources on University-wide personnel matters.
  • Develops, implements, and maintains HR policies, procedures, position descriptions, and personnel records.
  • Serves as a resource to employees by responding to general human resources inquiries.
  • Works alongside the Director of Human Resources to ensure policies, procedures, and reporting are compliant with employment laws, regulations, and internal controls.

Payroll Administration

  • Maintains confidentiality of all payroll records and employee compensation information.
  • Processes and oversees biweekly and monthly payrolls, ensuring accuracy, timeliness, and compliance with federal, state, and local regulations, as well as University policies.
  • Maintains employee payroll records, salary and wage information, tax status, benefit deductions, and related documentation.
  • Serves as the primary point of contact for employee payroll inquiries and resolves payroll discrepancies in a timely and confidential manner.
  • Collaborates with the Director of Human Resources to optimize payroll system functionality and maintain effective payroll controls.

Recruitment, Hiring, & Onboarding

  • Manages recruitment activities, including position postings, applicant tracking, and onboarding of full-time, part-time, and student employees.
  • Organizes and conducts new hire orientation for new staff and faculty members.


MARGINAL DUTIES

  • Serves on various University-wide committees and task forces as assigned.
  • Represents the University at internal and external meetings, events, and professional organizations.
  • Complies with all rules, policies, and procedures as established by Bluefield University.


SUPERVISORY RESPONSIBILITIES

May supervise interns and student employees including recruitment, training, work assignments, performance management and conflict resolution in accordance with University policies.


KNOWLEDGE, SKILLS, ABILITIES, AND EDUCATION/EXPERIENCE

  • Bachelor’s degree preferred.
  • Knowledge of human resources practices, employment regulations, payroll administration, and HRIS/ERP systems.
  • Experience with Microsoft Office applications required and preferred experience with HR/payroll software such as ADP or similar system.
  • Ability to manage multiple priorities while maintaining confidentiality and professionalism.
  • Ability to establish effective working relationships with faculty, staff, students, and external stakeholders.
