Board-Appointed Member of the VUSD Personnel Commission
The Ventura Unified School District Board of Education invites qualified community members to apply for appointment as the Board’s representative on the District’s Personnel Commission.
About the Personnel CommissionThe Personnel Commission is an independent, three-member body responsible for overseeing the District’s Merit System for classified employees. Commissioners serve staggered three-year terms, with the term of one member expiring each year.
The Commission consists of:
- One member appointed by the District’s Board of Education;
- One member nominated by the District’s classified employees through VESPA and appointed by the Board of Education; and
- One member jointly appointed by the other two commissioners.
Role of the Personnel Commission
The Personnel Commission:
- Establishes and administers rules governing the classified service to promote the selection, employment, advancement, and retention of employees based on merit and fitness;
- Serves as an impartial body, free from bias or influence by any special-interest group, and helps ensure that matters affecting classified employees are handled fairly, consistently, and justly; and
- Conducts appeal hearings concerning disciplinary actions taken against permanent classified employees.
The Board-appointed Commissioner will serve a three-year term: December 1, 2026, through December 1, 2029
COMPENSATION & HEALTH BENEFITS ELIGIBILITY
The Personnel Commissioner will receive compensation of $50 per meeting attended and will be eligible to participate in the District’s health and welfare benefits program under the same terms and conditions applicable to eligible District employees.PERSONNEL COMMISSIONER ELIGIBILITY REQUIREMENTS
To be eligible for appointment, an applicant must:
- Be a registered voter;
- Reside within the boundaries of the Ventura Unified School District;
- Be a known adherent to the principles of the Merit System (e.g. Demonstrate, through prior public or private service, support for employment, continued employment, promotional opportunities, and related personnel decisions based on merit and fitness).
The following individuals are not eligible for appointment or continued service on the Personnel Commission:
- A current member of the governing board of any school district;
- A current member of a county board of education; or
- A current VUSD employee.
**Individuals currently serving in one of these capacities may apply, provided they will no longer hold the disqualifying position or status when the appointment begins on December 1, 2026.
Desirable Qualifications of a Personnel Commissioner- Familiarity with the merit system, its concepts and philosophy.
- Experience with the educational system in school districts, including knowledge of the Ventura Unified School District.
- Experience in Human Resources, Employment Services or Personnel Activities.
- Ability to work effectively with members of the public, employees, administrators, Board members, other Commissioners and employee organization groups.
- Leadership experience.
- Some knowledge of labor relations and recent legislative developments in this area in the State of California.
- The time to actively engage in Personnel Commission activities including attending meetings of the Personnel Commissioners and conferences dealing with the merit system and responsibilities of the Personnel Commission.
- Ability to remain neutral in support of the Merit System, and not an advocate for the group that appointed you.
- Volunteer or paid experience associated with working with community groups and organizations including public agencies.
- Have the professional integrity to adhere to the Merit System laws and rules in carrying out the duties and responsibilities of a Personnel Commissioner.
- Will conduct the business of the Personnel Commission publicly in accordance with the Ralph M. Brown Open Meeting Act.
- Have the ability to understand and analyze complex technical information relating to recruitment, selection, discipline, classification, salary administration, rules and regulations.
- Submit a complete online application, including relevant work and service history.
- Attach a one- to two-page Statement of Interest describing your qualifications, relevant experience, interest in serving, and commitment to the principles of the Merit System.
As part of the selection process, applicants will be invited to attend an open-session public meeting of the Board of Education ion on a date/time provided with advance notice. During the meeting, candidates will have an opportunity to discuss their interest in serving on the Commission and share their qualifications for the role.
